QUALIFICATIONS

Basic Qualifications:

Education: Bachelor’s Degree (or 3+ years of equivalent QA experience).

Experience:

  • 3+ years in Quality Management for major IT healthcare systems development.
  • 3+ years in Healthcare Insurance IT software/systems implementations.
  • Technical Proficiency: Hands-on experience with commercial rules engines and their orchestration layers.

Preferred Skills:

  • Master’s Degree.
  • Direct experience with Medicaid eligibility systems or business operations.
  • In-depth understanding of MITA (Medicaid Information Technology Architecture) and MECT (Medicaid Enterprise Certification Toolkit).
  • Experience managing outsourced IT development projects


Location & Residency Requirements:

  • Onsite Schedule: This position requires an initial 30–90 day period of being fully onsite. After this period, the role transitions to a Hybrid schedule (3 days onsite, 2 days remote) at the manager's discretion.
  • Residency: Candidates must be current South Carolina residents or be willing to relocate to SC at their own expense prior to the start date.
RESPONSIBILITIES
  • Quality Governance: Implement methodologies to ensure process conformance and validate deliverables against requirements using a Requirements Traceability Matrix (RTM).
  • Standards & Compliance: Assist in developing technical metrics aligned with CMS and "MITA-Mature" Medicaid Information Systems standards.
  • Process Analysis: Document and analyze agency business processes and data relationships to recommend continuous improvements.
  • Requirements Management: Lead change control, version control, and status reporting. Provide expert interpretation of requirements for test teams.
  • Risk Management: Proactively identify project risks and implement resolution techniques (mitigation, transference, avoidance, or acceptance).
  • Testing Oversight: Consolidate defect tracking efforts, develop testing protocols, and lead User Acceptance Testing (UAT) activity reporting.
  • Certification Support: Support activities required to gain system certification from state and federal partners.
  • Stakeholder Engagement: Act as a liaison between vendors, state/federal agencies, and other key stakeholders.
