GENERAL FUNCTION: Responsible for managing the subcontracts team which includes, but is not limited to, personnel actions, metrics development and monitoring, cost and price analysis, subcontract compliance, subcontract administration, and contract negotiations. Reports directly to the Sr. Purchasing Manager of Supply Chain Management.

TYPICAL DUTIES: The following statements are intended to describe the general nature and level of work being performed and are not to be construed as an exhaustive list of all responsibilities.

  • Recommends departmental policies and procedures and ensures team compliance to procedures and applicable laws and regulations.
  • Directs, monitors and instructs work of subcontract personnel and clerical personnel. Evaluates performance and initiates personnel actions.
  • Performs a broad range of specialized subcontract functions, including solicitation development, proposal evaluation, cost and price analysis, source selection support, subcontract administration, and major subcontract acquisitions dedicated to specific projects..
  • Performs special projects and promotes small business activity/achievement of goals.
  • Ensures adherence of subcontracted products and services with Company, customer, and regulatory requirements.
  • Resolves subcontract performance issues, delivery delays, contract disputes, change requests, and pricing discrepancies.
  • Formulates short and long-term strategies to ensure quality and continuity of supplies while minimizing total cost.
  • Responsible for development of alternative sources to ensure continuity of supply, consistency of quality and competitive pricing.
  • Develops and implements the most suitable subcontracting strategy including fixed-price, time and material, labor hour, blanket agreements, long-term agreements, and other contractual vehicles as appropriate.
  • Evaluates suppliers through methods such as supplier visitations, proposal reviews, and objective performance measures, including quality, schedule performance, technical performance, responsiveness, and cost competitiveness.
  • Ensures the team successfully manages subcontract performance throughout the subcontract lifecycle including solicitation, negotiation, award, administration, modification, and closeout.
  • Implements methods of measurement for personnel performance and supplier performance.
  • Ensures compliance with prime contract requirements, customer flow-downs, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable contractual requirements.
  • Reviews and evaluates supplier proposals, commercial item assertions, cost and pricing data, and market research to support subcontract award recommendations.

DESIRED REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of subcontract administration, purchasing/subcontracting, contract management principles, and understanding of marine drawings and technical specifications.
  • Knowledge of Department of Defense and Commercial purchasing and subcontracting rules and regulations, including the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Knowledge of cost analysis, price analysis, commercial item determinations, market research, and subcontract negotiation techniques.
  • Computer skills with general knowledge of Windows Office Suite, material requirements planning, enterprise resource planning, and database programs.
  • Generate effective communications, establish, and maintain good and effective relations and a positive image with suppliers, customers, and co-workers.

REQUIRED EXPERIENCE & TRAINING: Bachelor's degree in Business Administration, Supply Chain Management, Procurement, Contract Management, Finance, or a related field. A Bachelor's degree may be substituted for four (4) years of the required experience. Seven (7) years of progressively responsible experience in procurement, subcontract administration, supply chain management, contract administration, or related disciplines, including experience managing complex procurements and subcontract actions in support of Department of Defense or commercial programs; or an equivalent combination of education, experience, and training which results in the required knowledge, skills, and abilities.
