Position Summary

LingaTech is seeking a highly driven, well-connected Public Sector Market Executive to lead the company's expansion across the Maryland, Washington DC, and Virginia government markets. This role is designed to convert existing market access into active revenue by activating underutilized staffing contract channels in Washington DC and Virginia, expanding current Maryland relationships, and building a repeatable pipeline of state and local government opportunities.
The successful candidate will own LingaTech's MD/DC/VA territory and will focus primarily on IT staffing and technology services for state and local government clients, while also pursuing federal and federal-adjacent opportunities when they align with the company's relationships and capabilities. This individual should bring established regional government relationships, a strong understanding of public-sector procurement, and the ability to sell both staff augmentation and project-based IT services.
This is a market-building role. The right person will not simply respond to open requisitions. They will create visibility for LingaTech, develop agency and prime contractor relationships, identify upcoming procurements before release, and work closely with recruiting and delivery teams to turn opportunities into placements, projects, and long-term accounts.

Strategic Market Context

  • LingaTech has existing staffing contract access in two new markets, but the channel is currently underutilized and requires dedicated sales ownership.
  • LingaTech and its associates have current Maryland activity creating a foundation for broader growth.
  • The territory includes a high-value public-sector corridor from Baltimore and Annapolis through Washington DC, Northern Virginia, and Richmond.
  • The primary objective is to expand LingaTech's IT staffing and services presence with state, local, county, municipal, education, public safety, transportation, health and human services, and enterprise IT organizations.

Key Responsibilities

Market Expansion and Territory Ownership

  • Lead LingaTech's growth strategy across Maryland, Washington DC, and Virginia government markets.
  • Develop and execute a 12-month territory plan that identifies target agencies, local governments, prime contractors, procurement channels, and priority service offerings.
  • Create a named-account strategy for state agencies, counties, municipalities, authorities, higher education institutions, and public-sector technology organizations.
  • Build market awareness of LingaTech's staffing, consulting, modernization, CIO advisory, PMO, data, ERP, ServiceNow, cloud, cybersecurity, and application services capabilities.
  • Establish LingaTech as a trusted regional partner for agencies and prime contractors that need responsive, government-experienced IT staffing and services support.

Contract Channel Activation

  • Actively manage and grow LingaTech's Washington DC staffing opportunities through the contract channel.
  • Actively manage and grow LingaTech's Virginia staffing opportunities through the VITA IT contingent labor channel.
  • Meet regularly with MSP, prime contractor, and program contacts to understand demand trends, upcoming requisitions, submission requirements, and competitive positioning.
  • Identify barriers that have limited prior contract utilization and implement a practical plan to increase job order flow, candidate submissions, interviews, and placements.
  • Coordinate with internal recruiting leadership to prioritize high-probability openings and ensure timely, high-quality candidate responses.

Client and Partner Relationship Development

  • Develop relationships with CIOs, CTOs, procurement officials, agency executives, program managers, county administrators, and public-sector technology leaders.
  • Expand existing Maryland relationships with existing prime partners, and other current or prospective partners into additional staffing and services opportunities.
  • Identify and cultivate prime contractor relationships with firms pursuing or holding government technology contracts in Maryland, Washington DC, and Virginia.
  • Represent LingaTech at regional government technology conferences, procurement events, partner meetings, and industry networking opportunities.
  • Create repeatable relationship cadences with agencies, partners, MSP contacts, and procurement stakeholders.

Pipeline, Capture, and RFX Management

  • Maintain a disciplined pipeline of staffing, consulting, subcontracting, and project-based opportunities across the territory.
  • Monitor RFPs, RFIs, RFQs, IFBs, task orders, staffing requisitions, contract renewals, and expiring public-sector contracts.
  • Identify opportunities early enough to influence requirements, shape partner strategies, and position LingaTech before formal release.
  • Coordinate with proposal, recruiting, delivery, and executive leadership to support timely responses and high-quality submissions.
  • Track opportunity stage, estimated value, probability, next action, decision timeline, resource needs, and partner dependencies.

Sales of IT Staffing and Technology Services

  • Promote and sell LingaTech's IT staff augmentation services, including project managers, business analysts, developers, QA analysts, data specialists, cloud engineers, cybersecurity professionals, ServiceNow resources, ERP resources, help desk, infrastructure, and other technical roles.
  • Identify project-based services opportunities in application modernization, PMO support, data governance, ERP support, ServiceNow, cloud migration, cybersecurity, QA/UAT, business analysis, and technology assessments.
  • Use staffing placements as an entry point to identify broader agency needs and transition accounts into higher-value service engagements when appropriate.
  • Serve as a consultative advisor who understands client business problems and aligns LingaTech's staffing and services capabilities to practical government needs.
  • Work with recruiting and delivery teams to ensure client expectations are met and LingaTech maintains a strong reputation for responsiveness and quality.

Primary Target Customers

  • Maryland state agencies, including technology, transportation, environment, health and human services, public safety, finance, labor, education, and major enterprise modernization programs.
  • Maryland counties and local governments, especially Baltimore City, Baltimore County, Anne Arundel County, Montgomery County, Prince George's County, Frederick County, and surrounding jurisdictions.
  • Washington DC agencies and departments that use professional staff augmentation or project-based IT services, including enterprise IT, public safety, health and human services, transportation, education, finance, and citizen services.
  • Virginia state agencies and VITA-supported organizations, with emphasis on Richmond, Northern Virginia, and agencies using the VITA contingent labor channel.
  • Virginia local governments, transportation entities, higher education institutions, and public-sector authorities.
  • Prime contractors, systems integrators, and consulting firms with active government contracts or pursuits in the MD/DC/VA region.
  • Federal and federal-adjacent clients when an opportunity aligns with the candidate's relationships, partner network, or LingaTech's capabilities.

Qualifications

Required

  • Proven business development or sales experience in Maryland, Washington DC, or Virginia public-sector technology markets.
  • Existing relationships with government CIO offices, procurement officials, agency leaders, local government executives, MSP contacts, or prime contractors in the region.
  • Demonstrated success selling IT staffing, staff augmentation, consulting services, project-based IT services, SaaS, or technology solutions to government clients.
  • Strong understanding of government procurement processes, staffing contract vehicles, RFX cycles, task orders, subcontracting models, and public-sector funding patterns.
  • Ability to build a territory from the ground up while also activating existing contract channels and partner relationships.
  • Excellent communication, presentation, negotiation, relationship-building, and follow-up skills.
  • Ability and willingness to travel regularly throughout Maryland, Washington DC, and Virginia for client meetings, partner meetings, conferences, and onsite events.

Preferred

  • Prior experience working with large government-focused staffing MSPs, state government MSP models, or similar staff augmentation programs.
  • Experience selling into state and local government technology organizations, including enterprise IT, transportation, public safety, environment, health and human services, courts, corrections, education, and finance agencies.
  • Familiarity with regional public-sector technology trends, including digital modernization, AI readiness, cybersecurity, cloud migration, data governance, ERP modernization, ServiceNow, legacy application replacement, and citizen-service improvement.
  • Experience working for a growth-stage IT consulting, staffing, or technology services company.
  • Knowledge of the regional IT consultant community and competitive staffing landscape.
  • Experience developing subcontracting relationships with major systems integrators, consulting firms, and prime government contractors.

Performance Expectations

First 90 Days

  • Develop a territory plan for Maryland, Washington DC, and Virginia.
  • Identify at least 50 named target accounts, including agencies, local governments, primes, partners, and procurement channels.
  • Complete introductory meetings with existing MSPs and primes, and other priority partner contacts where available.
  • Identify at least 10 qualified opportunities across staffing, subcontracting, and IT services.
  • Begin candidate submissions or opportunity pursuit activity through existing DC and Virginia contract channels.

First 6 Months

  • Build a qualified pipeline of $1 million to $2 million across staffing and services opportunities.
  • Create recurring job order flow from at least one existing contract or partner channel.
  • Secure initial placements, active interviews, or short-listed candidates through the DC, VITA, Maryland partner, or other regional channels.
  • Establish at least three meaningful prime contractor or systems integrator relationships in the territory.
  • Identify at least one project-based services opportunity beyond staff augmentation.

First 12 Months

  • Build a qualified pipeline of $2.5 million to $5 million across staffing, consulting, subcontracting, and project-based services.
  • Generate measurable new revenue from the MD/DC/VA territory.
  • Establish LingaTech as an active and visible participant in the regional public-sector technology market.
  • Create repeatable account coverage, partner management, and pipeline reporting practices for continued market growth.
  • Position the territory for future expansion through additional sales, recruiting, or delivery resources if revenue supports growth.
