Pay Schedule XIV, Grade R06, Regular Schedule: 30 hours per week.

A vacancy exists in the Department of Health and Human Services, Adult Evaluation and Review Services Program.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Job Purpose

Under general supervision, plans, coordinates, and provides professional public health nursing assessment and person-centered care planning to individuals, families, and groups in home and community-based settings.

Essential Job Duties

  • Provides nurse monitoring for the In-Home Aide Services Program
  • Provides nursing assessments, person-centered care planning, and referral services to individuals, families, groups, and institutions.
  • Reviews Maryland Department of Health Long Term Services and Supports Tracking System (LTSS) assessment requests upon assignment of cases.
  • Contacts assigned clients/representatives in a timely manner.
  • Conducts home visits.
  • Completes nursing assessments and high-quality person-centered care planning in a timely manner to ensure timely access to home and community-based services.
  • Provides case management, ongoing monitoring, and evaluation of the person-centered care plan.
  • Assesses and monitors clients physical and mental states of health and determines the need for community-based resources.
  • Ensures compliance with state, federal and Medicaid regulations.
  • Provides health screening education and counseling in the areas of disease prevention, health maintenance, and mental health.
  • Participates in the instruction and orientation of new public health nurses.
  • Prepares and maintains nursing records and reports.

Qualifications

Required Qualifications

Graduation from an accredited college or university with a bachelors degree in nursing.

OR

Graduation from an accredited diploma school of nursing;

Plus

At least one year of professional nursing experience.

OR

Graduation from an accredited college or university with an associate in Arts degree in nursing:

Plus at least two years professional nursing experience.

Additional qualifying education may be substituted on a year-for-year basis for the required experience.

Preferred Experience

Working with a Maternal and Child Health Program and/or Infants and Toddlers Program

Experience working with families of young children with special needs

Experience providing early childhood intervention and the preschool special education system of services

Licenses and Certificates

Possession of a valid license to practice as a professional registered nurse, issued by the Maryland State Board of Examiners of Nurses, is required at the time of appointment. Possession of a valid drivers license equivalent to a noncommercial, class C Maryland drivers license is required at the time of appointment.

Health Insurance

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employees annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement

Employees are required to participate in the Baltimore County Employees Retirement System, with very limited exceptions.

Paid Leave

Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
