THE OPPORTUNITY
The Administrative Assistant based in the Office of the Mayor and City Council (a division of the City Clerk’s Department) serves as a vital contributor to the integrity, transparency, and efficiency of municipal operations. Positioned at the heart of city governance, this role supports a wide range of administrative and clerical functions essential to delivering accurate, timely, and well-organized city services. Under general supervision, the Administrative Assistant prepares official documents, reports, and public-facing materials; manages confidential records; coordinates meetings and agendas; and assists with inquiries from residents, staff, and elected officials. This position offers meaningful exposure to the structure and responsibilities of local government, particularly in areas related to public records, legislative processes, and civic engagement. Through collaboration with City staff and mentorship from department leadership, the Administrative Assistant develops professional skills in public administration, while demonstrating initiative, sound judgment, and exceptional communication.

MINIMUMN QUALIFICATIONS
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or a G.E.D. equivalent; three years of increasingly responsible administrative support or secretarial experience; or an equivalent combination of training and experience.
DISTINGUISHING CHARACTERISTICS
Administrative Assistants are responsible for independently performing a wide variety of difficult and responsible office and administrative support functions requiring detailed knowledge of City and department rules, policies and procedures. Incumbents use advanced word processing, spreadsheet and graphics skills in the development of technical documents and presentation materials. They may provide general office administrative support services and provide backup to other office clerical and administrative staff. Assigned work requires the use of initiative and judgment in selecting appropriate work methods, understanding and applying complicated information requiring a high degree of accuracy and interacting with and handling routine to non-routine questions, complaints and problems based on knowledge gained through experience.
Administrative Assistant is distinguished from Senior Office Assistant in that incumbents in the former class perform a variety of significant, difficult administrative and office support functions with moderate direction and supervision, in addition to providing general clerical support.

ABOUT THE OFFICE OF THE MAYOR & CITY COUNCIL
The City Clerk’s Department serves as the official recordkeeper and administrative backbone of the City of Moreno Valley. Operating within the Office of the Mayor and City Council, the department manages City Council agendas and minutes, maintains official records and the City seal, and ensures public access to information in accordance with transparency laws. It oversees municipal elections, processes campaign filings, and facilitates appointments to boards and commissions. The department also handles public records requests, bid openings, and the acceptance of claims and subpoenas. Through its commitment to accuracy, accessibility, and civic engagement, the City Clerk’s Office plays a vital role in supporting open and effective local government.
