NATURE OF WORK

Supervisory responsibility for directing staff engaged in the use of telephone, radio and computerized equipment for providing emergency communication services for countywide law enforcement, fire and medical agencies. Performs work under the general direction of the Police Chief.

ESSENTIAL FUNCTIONS OF WORK

Personnel Management (40%)

• Plans, assigns, directs and supervises staff assigned to the 9-1-1 Emergency Communications Center.
• Reviews and updates reference materials and resources used within the Center to ensure staff have access to current information on policies, procedures, practices and reference information.

Program Management (50%)

• Directs the upgrade and maintenance of the computer aided dispatch database so all addresses and areas are accurate to ensure efficient dispatching of calls for service within a multi-jurisdictional area.
• Provides liaison support to all agencies served by the Center in relation to receiving, investigating and resolving complaints regarding the handling of calls, mapping and addressing within Cascade County and the City of Great Falls.
• Prepares various activity records and reports to ensure proper documentation of the Center's activities.
• Develops short and long-term plans and strategies for Enhanced 9-1-1 and communications interfaces, which includes assisting in the preparation of the annual operating budget and capital improvement plan, the preparation of contractual documents and acts as the project manager for system and facility installation and construction.

Facility Management (10%)

• Directs the upgrade and maintenance of the 9-1-1 Emergency Communications Center facility and grounds to ensure that the work environment is safe, secure and comfortable.

EDUCATION & EXPERIENCE

• Associate's degree in Communications or a related field.
• Five years supervisory or management experience, preferably in the emergency services field.

NECESSARY SPECIAL QUALIFICATIONS

• CJIN/NCIC Certification within six (6) months of hire.
• Montana Law Enforcement Academy Public Safety Communicator Basic Certification within one (1) year of hire.
• Candidate must possess or have the ability to obtain valid Montana driver's license

REQUIREMENTS OF WORK

• Proficiency in radio communications systems - P25 radio systems that utilize trunked and conventional systems, computers, telephone systems and cell phones.
• Extensive knowledge of the rules and regulations governing the operation of radios and receivers in law enforcement, fire and medical response areas.
• Extensive knowledge of police, fire and emergency medical policies and procedures and applicable local, state and federal laws.
• Considerable knowledge of the principles and practices of effective employee supervision.
• Ability to establish and maintain effective working relationships with subordinates, peers, supervisors, law enforcement, medical personnel, and the general public.

SUPERVISORY RESPONSIBILITY

This position supervises the 9-1-1 Emergency Communication Center staff.

WORK ENVIRONMENT

Performs work primarily in an office/9-1-1 Emergency Communication Center environment.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, twist, reach, ride and perform similar body movements. Must have the ability to perform light physical work and to lift and carry up to 25 pounds at a time; the possession of hand/eye coordination sufficient to operate a personal computer, office equipment and a motor vehicle; the ability to talk and hear in person or by telephone; and the ability to see and read instructions and reports.

EXPECTED HOURS OF WORK

The work schedule is a 40-hour work week, Sunday through Saturday. Work is typically performed Monday through Friday. This position is a non-exempt and eligible for overtime. Any overtime must be authorized prior to working.

TRAVEL

Travel is primarily local during the business day. Occasional travel may be required to attend off-site training and educational opportunities.
