Property Manager

Summary/Objective
The Property Manager is responsible for overseeing the daily operations, occupancy, compliance, and resident services for a 119-unit affordable housing community in Brooklyn, NY. This role plays a key part in maintaining compliance with Project-Based Section 8 (PBRA/PBS8) requirements, managing resident recertifications, supporting property operations, and ensuring a high level of service for residents. The Property Manager will work closely with onsite maintenance staff and regional leadership to maintain regulatory compliance, support resident retention, oversee financial and administrative functions, and ensure efficient day-to-day operations of the community. Classification: Exempt (not overtime eligible) Location: Brooklyn, NY 11213 Essential function/Responsibilities: duties include but are not limited to the following: - Oversee the daily operations of a 119-unit affordable housing community.
- Administer Project-Based Section 8 (PBRA/PBS8) requirements and maintain compliance with HUD and other applicable regulatory programs.
- Manage annual and interim resident recertifications and ensure timely completion of all required documentation.
- Maintain resident files and occupancy records in accordance with regulatory requirements and company policies.
- Ensure compliance with all federal, state, and local housing regulations, including landlord-tenant laws and Fair Housing requirements.
- Provide exceptional customer service and support to residents, vendors, visitors, and employees.
- Address resident concerns, complaints, and lease compliance issues in a professional and timely manner.
- Prepare and submit required reports, including monthly operational and financial reporting.
- Review expenses, monitor property performance, and assist with annual budget preparation.
- Process delinquent rents, lease violations, and eviction-related matters in accordance with applicable regulations and company policies.
- Maintain thorough knowledge of lease requirements, subsidy programs, occupancy standards, and community policies.
- Coordinate move-ins, move-outs, inspections, and security deposit dispositions.
- Ensure proper preservation and organization of all resident and property records.
- Supervise, coach, and support onsite staff, including maintenance personnel.
- Participate in employee performance management, training, and disciplinary processes in partnership with regional leadership.
- Conduct regular property inspections to identify operational, safety, and maintenance concerns.
- Coordinate with maintenance staff to support preventative maintenance planning and completion of resident work orders.
- Assist with vendor management, contract administration, and obtaining project bids as needed.
- Review and process invoices in accordance with company policies and procedures.
- Maintain payroll records and other required administrative documentation.
- Ensure all month-end procedures and reporting deadlines are completed accurately and on time.
- Support property audits, file reviews, agency inspections, and compliance reviews.
- Report property, resident, personnel, safety, or liability concerns to regional leadership as appropriate.
- Promote a safe, professional, and resident-focused environment at all times.
Requirements - Bachelor's degree required.
- Minimum 2 years of affordable housing property management, assistant property management, occupancy, compliance, or recertification experience.
- Experience with Project-Based Section 8 (PBRA/PBS8) programs required.
- Experience with HUD recertifications and affordable housing compliance required.
- Yardi experience required.
- Strong understanding of resident file management, occupancy requirements, and regulatory compliance.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
- Proficiency in Microsoft Office Suite, including Outlook, Word, and Excel.
- Prior supervisory or team leadership experience preferred.
- Experience preparing for audits, reviews, and inspections preferred.
- Bilingual English/Spanish skills are a plus.
Salary Range: $65,000 - $70,000 annually
