Role
The Project Services Analyst holds a pivotal role within the capital projects group, contributing to the success of projects through comprehensive support in project management, cost analysis, schedule adherence, document management and other key areas. The Analyst will establish and maintain effective information and document control processes, ensuring accurate recording and accessibility of project documentation. Collaborating with procurement teams, the Analyst will support the service and material requisitions, contributing to the development and management of procurement documentation. The role involves conducting cost analysis to inform budgeting decisions, identifying cost-saving opportunities, and enhancing overall cost-effectiveness. By integrating these additional responsibilities seamlessly into the existing framework, the Project Services Analyst becomes an indispensable team member, ensuring the successful delivery of projects through a holistic and well-rounded approach.
Responsibilities
· Interface Management: Oversee updates to the Interface Management Plan Tracking system in collaboration with the Project Manager (PM), ensuring all action items are tracked and resolved.
· Project Reporting: Act as the central point of contact for all project reporting and reviews, both internally and externally.
· Lessons Learned: Assist in capturing and documenting Lessons Learned throughout the project lifecycle.
· GCC Review Packages: Aid in the development of review packages for Gate Control Checkpoints.
· Document Management Kickoff: Review document management requirements with contractors at kickoff.
· Contractor Handover: Conduct reviews of contractor document handovers, confirming compliance with INEOS procedures.
· As-Built Documentation: Drive the return of as-built documentation to support project closeout within the 90-day window post-commissioning.
· Steering Team Slide Pack: Lead the creation of the Steering Team Meeting Slide Pack.
· SAP Documentation: Finalize SAP asset management documentation for the project.
· Cost Identification: Work with the Project Services Manager to identify costs associated with the project team staffing plan.
· Invoice Audit: Implement an invoice audit process to ensure financial accuracy and compliance.
· Quantity Survey Plan: Collaborate with the construction manager to implement a Quantity survey plan.
· Redline Procedures: Implement Redline procedures in the field, capturing redlines for completed work and transmitting them to the engineering firm for as-built drawings.
· Spare Parts Management: Load spare parts into the applicable systems in the storehouse.
· Document Distribution: Manage the internal distribution of documents within INEOS.
· Service Monitoring: Monitor all project services outputs, offering improvement recommendations as needed.
· Change Management: Oversee the Change Management Process, ensuring effective handling of project changes.
· Risk Assessment: Involved in Risk Assessment meetings, providing insights on identified risks and proposing mitigation strategies. Utilize results to educate estimate contingency basis and drawdown.
· Contractor Evaluation: Engage in the evaluation of engineering and construction contractors, facilitated by the Contracts & Procurement Manager.
· Kickoff Meeting: Take an active role in project Kickoff Meetings.
· Project Dashboard: Provide input for the project dashboard template and ensure updates for the monthly report.
· EDMS Training: Conduct training for new project team members on the use of the Electronic Document Management System (EDMS).
· GCC Review Coordination: Coordinate the development of the package for Reviews.
· Cost Reporting: Generate cost reports and forecasts for the project, accounting for all identified changes and factors.
· As-Built Review: Collaborate with site resources to review as-built drawings and, upon approval, work with the site document control manager to load them back into the site Meridian document database.
· Invoice Review: Confirm that project invoices align with contractual terms.
· Monthly Report Support: Help update the project services section of the Monthly Report.
· Quantity Survey Tracking: Track quantity survey/earned value progress and reconcile against contractor reports.
· Demolition Forms Transmission: Transmit the necessary forms for demolition of assets as the corresponding demolition scope is completed.
· Documentation Transmission: Handle the transmission and receipt of official project documentation from external stakeholders, logging all transactions.
· MDR Updates: Update the Master Document Register (MDR) for the project, ensuring all documents are current within SharePoint or EDMS.
· DDM Updates: Revise the Project Document Distribution Matrix (DDM) as new team members and contractors join the project.
· Staffing Plan Update: Collaborate with the Project Manager, Engineering Manager, Contracts & Procurement Manager, and Construction Manager to update the project team staffing plan, ensuring alignment with project needs.
· Financial Reporting: Work closely with Project and Engineering Management, Procurement/Contracts, and Finance to capture, analyze, and report all financial commitments and actual costs associated with the project.
· GEP Form Finalization: Coordinate with the project team to finalize General Engineering Practice (GEP) forms, IBIP Spreadsheets, and RV documents as equipment is commissioned and placed in service.
· Drawing Management: Partner with the contractor to ensure the return of all project drawings, maintaining an accurate record of project documentation.
· Drawing and Line Number Control: Work with the contractor's document control team to check in all drawings and unused line numbers, ensuring the integrity of project records.
· Tag Number Release: Collaborate with the contractor's document control team to release any unused tag numbers for the project, as necessary, to maintain an orderly and efficient tagging system.
· Project Closeout Assistance: Provide support in the project closeout process, ensuring all aspects of the project are finalized according to plan.
· Lessons Learned Contribution: Actively contribute to the compilation of Lessons Learned, documenting valuable insights for future projects.
· Project Books Creation: Assemble project books for archival purposes as each asset is commissioned, maintaining a comprehensive record of project documentation.
· Database Development: Develop a database for turnover that includes estimates, schedules, and metrics, facilitating a smooth transition at project completion.
· Closeout Leadership: Take charge of the project closeout activities, including purchase order (PO) closeout, document control closeout, and information retention, to ensure compliance with project requirements.
· Data Provision: Supply relevant data for database turnover, such as Cost Performance Index (CPI), scope changes, productivity analysis, and quantity trends, providing a complete overview of project performance.
Required Knowledge & Experience
· Strong background in project controls, cost engineering, document control, and financial reporting for capital projects.
· Experience working across FEL, EPC, commissioning, and closeout phases.
· Working knowledge of SAP, EDMS platforms, and SharePoint-based document management.
· Familiarity with engineering standards, governance, and gate processes (or equivalent owner/operator frameworks).
· Proven ability to interface with multidisciplinary teams and external contractors.
