Position Description

Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief Position Overview:

Under the supervision of the Project/Program Manager, this position provides direction and supervision to youth workers to ensure the safety, security and compliance of the youth of Harris County Resources for Children and Adults (HCRCA) Harris County Youth Shelter.

Duties & Responsibilities:

  • Responsible for work rules and performance standards, conducts or oversees staff conferences, annual performance evaluations of five youth workers.

  • Provides leadership and manages shift team to ensure the safety of individuals in the shelter (makes assignments, provides on the job training, mentors staff, and provides oversight of shelter activities).

  • Completes and approves all intake screenings; conducts and completes intake paperwork for new admissions and completes discharge paperwork.

  • Keeps appropriate case records including completion of weekly plan updates for youth assigned to their group.

  • Responsible for overall safety and health of the youth and physical area.

Requirements

Education:

  • Bachelor's degree majoring in Psychology, Sociology, Social Work, or Criminal Justice from an accredited college or university

Experience:

  • Minimum three (3) years full-time paid work experience working with youth in a youth-service agency, short- or long-term residential care for youth, juvenile justice or in a social services setting.

  • Two (2) years of supervisory experience in a Social Services setting.

  • Training and experience using a personal computer with a variety of software such as Microsoft Outlook, Microsoft Word, Microsoft Excel, PowerPoint, and Case Management Software

Licensure:

  • Reliable transportation with a valid Texas driver's license and auto liability insurance.

  • Licensed as a Child Care Administrator or successfully complete the Child Care Administrator licensure within one year of hire and maintain thereafter.

  • Required to complete Crisis Prevention Intervention, First Aid and CPR training within 90 days of hire.

Knowledge, Skills & Abilities:

  • Knowledge of management and supervisory principles and practices, including program planning and contract requirements.

  • Knowledge of protective services, child and family development, child management, family systems, and community resources, budgeting, direction, coordination, and evaluation.

  • Knowledge of principles, practices, and techniques of case management and administration, case management documentation.

  • Knowledge of county, state, and federal laws, Texas Family Code, statutes, rules, ordinances, and regulations governing children.

  • Skill in emphasizing, valuing, and dealing successfully with the special capabilities, distinctive cultural histories, and unique needs of people of various socio-economic, ethnic, and cultural backgrounds.

  • Must have good written and oral communication skills.

  • Be self-discipline and dependable.

  • Meets deadlines to complete projects and assignments.

  • Multitask and work independently.

  • Maintains the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution of their official responsibilities.
