Job Description:

Role: Project Procurement Manager - Capital Projects

Location: Gaithersburg, MD / Frederick, MD (3 days onsite minimum)

Summary: Apex Systems is seeking two experienced Project Procurement Manager to support two active capital investments in Maryland. This role is project-embedded, supporting procurement delivery across a new build project in Gaithersburg and an interior fit‑out project in Frederick, partnering closely with engineering, construction, and project leadership teams.

Experience

  • Proven experience delivering procurement for capital construction or facilities projects
  • Demonstrated success procuring engineering services, construction trades, and equipment packages
  • Experience working embedded with project teams, ideally in regulated or compliance‑heavy environments
  • Strong commercial, negotiation, and supplier management capabilities
  • Comfortable operating in a hands‑on, execution‑focused project environment, balancing speed with governance

Responsibilities:

  • Lead sourcing, tendering, negotiations, and contract execution for engineering, construction, and equipment packages
  • Develop tender packages and manage competitive, compliant sourcing processes using approved sourcing platforms
  • Lead contract negotiations covering price, terms, lead times, and risk mitigation
  • Prepare contracts and manage internal approval workflows
  • Support development of project delivery strategies and commercial model selection aligned to new build and fit‑out project requirements
  • Develop and execute Project Procurement Strategies informed by market conditions, supply risk, and project drivers
  • Create and maintain detailed procurement plans aligned to project schedules
  • Identify, prequalify, and shortlist suppliers in line with project and category strategies
  • Manage vendor ethics, safety, financial stability, and performance expectations
  • Resolve supplier performance, delivery, and commercial issues; manage disputes as required
  • Coordinate procurement interfaces across vendors, engineering firms, construction managers, and other providers
  • Provide procurement oversight and supervision of provider‑led procurement activities (AE/CM)
  • Ensure all procurement activity complies with corporate policies, codes of conduct, and third‑party risk requirements
  • Maintain complete, organized, and audit‑ready procurement documentation
  • Track and report cost savings and value delivery through established value‑tracking processes
  • Support supply market analysis and internal forecasting
  • Contribute to continuous improvement initiatives, including process optimization, templates, and contracting standards
