Senior Program Manager (Contractor)
Position Overview
We are seeking an experienced Senior Program Manager (Contractor) to join the Single Family Acquisitions (SFA) Enterprise Business Model (EBM) Action Team. This role will play a critical part in driving the adoption and execution of a strategic enterprise initiative focused on standardizing business processes, data definitions, and business events across applications.
The Enterprise Business Model (EBM) initiative enables consistent data usage, improved system integration, and stronger alignment between data producers and consumers across the organization. The program spans business analysis, data modeling, governance, implementation, and change management activities, requiring close collaboration among product teams, data organizations, architects, and business stakeholders.
The successful candidate will be responsible for establishing and scaling program management capabilities that support EBM adoption across SFA applications. This individual will bring structure, transparency, and execution rigor to a complex, cross-functional initiative while fostering stakeholder engagement and organizational alignment.
Key Responsibilities
Program Leadership & Strategy
Partner with product teams, architects, data teams, EBM liaisons, and leadership to define adoption strategies, implementation plans, and program objectives.
Drive planning, execution, and delivery across multiple workstreams to ensure alignment with business goals and timelines.
Establish and maintain program governance, operating rhythms, and reporting frameworks.
Program Management & Execution
Develop and manage comprehensive program plans, schedules, milestones, and dependencies.
Maintain RAID (Risks, Assumptions, Issues, and Dependencies) logs and proactively manage mitigation activities.
Monitor program health through dashboards, status reporting, and executive-level communications.
Identify, escalate, and resolve program risks, issues, and blockers in collaboration with stakeholders.
Cross-Functional Coordination
Lead coordination efforts across business, technology, architecture, and data teams.
Ensure alignment between application teams, data producers, and downstream consumers.
Facilitate cross-functional working sessions and decision-making forums.
Meeting Facilitation & Stakeholder Engagement
Schedule and manage recurring program meetings and workshops.
Develop agendas, presentation materials, and executive-ready communications.
Document meeting outcomes, decisions, action items, and follow-up activities.
Gather stakeholder feedback and incorporate insights into program planning and execution.
Adoption & Change Management
Support onboarding and intake processes for teams adopting EBM standards and practices.
Coordinate scoping activities, documentation completion, and business approvals.
Partner with stakeholders to drive organizational readiness and successful adoption of EBM capabilities.
Support communication and change management efforts across impacted teams.
Preferred Skills
Exceptional verbal and written communication skills with the ability to communicate effectively with both executive and technical audiences.
Strong facilitation and stakeholder management skills, including experience leading cross-functional workshops and working sessions.
Proven ability to manage multiple priorities in a dynamic, fast-paced environment.
Highly organized with strong attention to detail and documentation quality.
Ability to bring clarity, structure, and accountability to complex or ambiguous initiatives.
Self-motivated and capable of working independently while collaborating across diverse teams.
Required Qualifications
5+ years of program and/or project management experience.
Bachelor's degree or equivalent combination of education and relevant experience.
Demonstrated experience establishing and managing program infrastructure, including:
Governance frameworks and operating models
Planning and schedule management
Risk and issue management
Executive reporting and communication processes
Experience partnering with stakeholders to define business objectives, program scope, and success metrics.
Proven success leading large-scale, cross-functional initiatives involving multiple stakeholders and dependencies.
Excellent interpersonal, analytical, and problem-solving skills.
Strong leadership presence with the ability to influence without direct authority and drive consensus across teams.
Preferred Qualifications
Experience supporting enterprise data transformation, data governance, data modeling, or business architecture initiatives.
Knowledge of financial services, mortgage lending, or the secondary mortgage market.
Experience using project and program management tools such as Jira, Excel-based tracking solutions, and enterprise reporting platforms.
PMP or equivalent Project/Program Management certification preferred.
