We&39re seeking a Project Manager Organizational Change Manager in Portland OR for our public sector practice to help us take vision to value and create lasting impact. 12 month Contract assignment onsite 2-3 days a week in Vancouver WA

HOW WILL YOU MAKE CHANGE HAPPEN

As a Project Manager Organizational Change Manager you will lead a transformative assessment of a major portfolio management system implementation driving stakeholder engagement and adoption across a large public sector organization. This role will bridge technical implementation with human-centered change management ensuring that system improvements translate into real organizational value. Your work will directly influence how project teams adopt new processes communicate effectively across governance levels and ultimately maximize the return on significant technology investments in the energy sector.

YOU WILL

  • Lead structured stakeholder interviews across executive management and end-user levels to understand current system usage workflow challenges and adoption barriers
  • Facilitate discovery workshops and working sessions to synthesize qualitative findings into clear evidence-based insights
  • Assess organizational readiness training effectiveness communications strategies and business process alignment with industry best practices
  • Identify root causes of system underutilization and process inefficiencies through active listening and analytical thinking
  • Develop comprehensive gap analyses that benchmark current practices against established project management standards
  • Collaborate with technical subject matter experts and consultants to translate findings into actionable data-backed recommendations
  • Create executive-ready presentations and strategic roadmaps that communicate complex findings in compelling business-focused narratives
  • Work independently as the sole organizational change management resource within a multidisciplinary consulting team
  • Support the development of adoption strategies training recommendations and governance improvements
  • Conduct quality assurance validation with client stakeholders to ensure recommendations meet accuracy and actionability standards

IDEALLY WE&39D LIKE

  • Demonstrated expertise in organizational change management and user adoption within consulting environments
  • Professional experience in utility energy infrastructure capital programs engineering or construction sectors
  • Background supporting project management transformations portfolio management office assessments or system optimization initiatives
  • Proven experience working with portfolio management platforms project management software or enterprise collaboration tools
  • Track record of public sector or federal government consulting engagements
  • Professional certifications such as Prosci Change Management Certification Project Management Professional Lean Six Sigma or equivalent credentials
  • Strong executive presence and demonstrated ability to communicate complex findings to senior leadership
  • Exceptional facilitation and workshop leadership capabilities with diverse stakeholder groups
  • Consultative approach to problem-solving with the ability to work collaboratively alongside technical specialists
  • Excellent written and verbal communication skills with the ability to translate data into compelling narratives
  • Self-motivated independent worker comfortable in ambiguous or evolving engagement environments
  • Strong interviewing skills combined with empathetic active listening abilities
