Project Manager, NERC Compliance
Locations: Texas City, TX or Lewisville, TX
Salary Range: $95,000 – $160,000 (Depending on Experience)

A leading Texas electric transmission and distribution utility is seeking an experienced Project Manager, NERC Compliance to lead and own compliance activities related to NERC Reliability Standards and ERCOT requirements. This role is intended for professionals with direct, hands?on NERC compliance responsibility in a utility or system operations environment.

Position Summary
The Project Manager, NERC Compliance is responsible for primary ownership of assigned NERC Operations & Planning (O&P) standards, ensuring audit readiness, continuous compliance, and effective mitigation of compliance risks. This position serves as a Subject Matter Expert (SME) during NERC, Texas RE, and ERCOT audits, spot checks, investigations, and RFIs.

Essential Responsibilities
  • Serve as the department lead for assigned NERC O&P Reliability Standards
  • Act as primary SME for compliance interpretation, implementation, and enforcement readiness
  • Lead preparation for and execution of NERC, Texas RE, and ERCOT audits, including:
    • Interpreting RSAWs
    • Developing and validating audit evidence
    • Drafting and coordinating audit responses
  • Develop, revise, and maintain NERC compliance procedures, controls, and documentation
  • Identify, analyze, and document potential non?compliance, including self?reports and mitigation plans
  • Track, analyze, and report compliance metrics, risks, and trends to leadership
  • Coordinate with internal audit, legal, operations, and enterprise compliance teams
  • Maintain compliance calendars, tickler systems, and document version control
  • Monitor regulatory developments and advise management on compliance impacts
  • Represent the organization in compliance outreach and industry forums, as assigned

Minimum Required Qualifications (Applicants Must Meet All)
  • Bachelor’s degree in Engineering, Power Systems, Computer Science, Mathematics, Economics, or a related technical discipline
  • 5–7+ years of direct NERC compliance experience within an:
    • Electric utility
    • ISO/RTO (ERCOT experience strongly preferred)
    • Utility system operations or compliance organization
  • Hands?on ownership of NERC Operations & Planning (O&P) standards (not advisory or support?only roles)
  • Direct experience supporting NERC and/or Texas RE audits, including RSAWs
  • Working knowledge of ERCOT protocols and operating environment
  • Ability to obtain and maintain access to Critical Cyber Assets (CCAs) under CIP requirements

Strongly Preferred (Not Required, but Highly Differentiating)
  • Prior experience as a System Operator or Power Plant Operator
  • NERC Operator Certification (current or prior)
  • Experience serving as the primary audit contact, not secondary support
  • Experience with CMEP enforcement, self?certifications, and mitigation activities
  • Direct interaction with ERCOT, Texas RE, or NERC staff
  • Experience developing or improving enterprise?level compliance programs

Skills & Tools
  • Expert?level understanding of NERC Reliability Standards (O&P focus)
  • Strong analytical, root?cause analysis, and documentation skills
  • Advanced proficiency with Microsoft 365 (Excel, SharePoint, Teams, PowerPoint)
  • Experience with compliance documentation or evidence management systems

Compliance & Background Requirements
  • Position is covered by NERC CIP cybersecurity standards
  • Successful completion of identity verification, criminal background check, and periodic re?screening required
  • Annual cybersecurity training required

Work Environment
  • Office?based role
  • Some in?state and occasional out?of?state travel may be required

Important Note
This role is intended for candidates with direct utility?based NERC compliance ownership experience. Applicants without hands?on responsibility for NERC O&P standards and audit execution are unlikely to be a fit.
