SCOPE OF WORK

This Project involves replacing end-of-life network hardware (Cisco IOS, Client ProCurve/Aruba platforms) with upgraded Cisco Catalyst 9350, 9500, 9600, Nexus, and Catalyst 8K series devices across multiple high-profile City departments on an aggressive schedule. The goal of the Project is to complete implementation before the 2028 Summer Olympics. The PM will be responsible for driving the timely completion of the scope, schedule, and budget, utilizing prescribed project management methodologies.

The selected Contractor shall provide Project Management services that include, but are not limited to:
  • Scope & Schedule Management: Assist with developing a detailed, phased Master Project Schedule to track deployment across all 160+ sites.
  • Stakeholder Coordination: Act as the primary liaison between City IT leadership, department heads (e.g., Public Safety, Library Services), ITA engineering, and tech supervisors, and third-party hardware/installation vendors. Coordinate with City departments to properly schedule site walks, access, and maintenance windows. For technical issues, ITA engineers and techs will interface directly with the installation vendors.
  • Risk & Issue Management: Proactively identify, track, and mitigate risks particularly around network downtime, legacy system compatibility, and physical site access.
  • Resource & Vendor Oversight: Coordinate the schedules of network engineers, cabling contractors, and site escorts. Monitor vendor delivery against job orders and purchase orders. Work with the General Services Department (GSD) and the Department of Water and Power (LADWP) to schedule site upgrades as needed.
  • Quality Assurance: Track acceptance of device configurations, post-install testing, and site cleanups.
  • Reporting:
  1. Draft status update reports to ITA management as needed.
  2. Provide support to ITA representatives reporting to Council and Mayor's Office on the status of the project.
  3. Develop and deliver bi-weekly project metrics reports directly to the ITA General Manager to monitor progress, assess performance, and evaluate overall project health.


CONTRACTOR QUALIFICATIONS
The ideal Project Manager must possess:
  • Experience: Minimum of 7 10 years of IT project management experience, specifically leading large-scale, multi-site network infrastructure rollouts (experience with municipal, state, or federal government projects is highly preferred).
  • Certifications: PMP (Project Management Professional) highly desired. ITIL or agile certifications are a plus.
  • Technical Literacy: Strong conceptual understanding of enterprise networking to effectively communicate with engineers and technical leads.
  • Tools: Proficiency with project management software (e.g., MS Project, Smartsheet, Jira, ServiceNow) and collaboration platforms.
