About the Job:

The Project Manager I serves as a project management professional responsible for coordinating, organizing and supporting agency-wide initiatives that align with SC Housing's strategic goals and operational priorities. This position manages one or more projects of moderate complexity and risk while supporting larger enterprise initiatives as needed. The role provides structure, oversight and accountability throughout the project lifecycle to ensure successful implementation and delivery.

This position supports cross-functional technology initiatives including software implementations, infrastructure improvements, cybersecurity efforts, business process enhancements, application migrations and related IT modernization projects. The Project Manager I works collaboratively with technical teams, business stakeholders, vendors, procurement and leadership to help ensure projects remain on schedule, within scope, and aligned with agency objectives.

Your duties will include:

  • Planning, organizing and coordinating project management activities for agency-wide information technology initiatives.
  • Supporting the management of the full project lifecycle, including initiation, planning, execution, monitoring, implementation and closeout.
  • Developing and maintaining project documentation including project plans, timelines, communication plans, meeting notes, status reports and issue/risk logs.
  • Coordinating project tasks, deliverables, milestones and schedules to ensure successful project execution.
  • Defining and documenting project scope, business requirements, deliverables, and timelines in collaboration with stakeholders.
  • Preparing and facilitating project meetings, status reviews and stakeholder communications.
  • Tracking project progress and escalating risks, issues or barriers requiring leadership attention.
  • Assisting with budget tracking, resource coordination and project schedule management.
  • Serving as a liaison between business units, IT staff, vendors and project stakeholders to ensure clear communication and effective collaboration.
  • Supporting procurement activities related to project contracts, vendor agreements, and software or service acquisitions while ensuring compliance with agency processes.
  • Assisting with vendor evaluation, implementation coordination, software deployment activities, migration planning and transition support.
  • Identifying opportunities for process improvement and recommending enhancements to project delivery practices.
  • Supporting organizational change efforts through communication planning, stakeholder engagement and implementation support.
  • Ensuring project activities comply with applicable agency policies, regulatory requirements and project governance standards.
  • Preparing professional reports, summaries and project updates for management and stakeholders.

Minimum and Additional Requirements

Agency Minimum Qualifications*:

A bachelor's degree in project management, business administration, information technology, computer science, finance, public administration or a related field and five (5) years of full-time project management experience.

  • An equivalent combination of education and directly related experience may be considered.

Additional Requirements:

  • Knowledge of project management principles, methodologies and best practices.
  • Familiarity with information technology project environments, including software implementations, infrastructure initiatives or business systems projects.
  • Experience coordinating projects using structured project management methodologies.
  • Knowledge of project scheduling, documentation, communication planning, issue tracking and risk management practices.
  • Familiarity with procurement processes, vendor coordination and contract compliance.
  • Strong organizational, analytical, problem-solving and communication skills.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Strong interpersonal skills with the ability to collaborate effectively across departments and organizational levels.
  • Proficiency in preparing reports, presentations and project documentation.

Must be able to lift and carry files, books and reports weighing up to 20 lbs. Must be able to perform filing, desk work and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering or presenting information to other staff members or external parties. Employee must be able to perform these tasks with or without reasonable accommodations. Preferred Qualifications

  • Experience managing information technology projects in a public sector or regulated environment.
  • Demonstrated familiarity with software development lifecycles, enterprise IT infrastructure, cybersecurity/network security, systems implementation and technology modernization initiatives.
  • Working knowledge of Agile, Waterfall or hybrid project delivery methodologies.
  • Experience with software implementations, infrastructure upgrades or cybersecurity-related initiatives.
  • Familiarity with government procurement or contract administration processes.
  • PMP, CAPM, Scrum certification or progress toward certification preferred.
