DescriptionThe Project Manager will lead the execution and delivery of ONR's internship, outreach, and digital program initiatives , supporting mission-critical STEM talent pipelines and engagement programs.This role is responsible for managing the full lifecycle of internship programs (e.g., SEAP, NREIP, HBCU/MI) , overseeing outreach and communications strategies, and ensuring the performance, security, and reliability of program websites and application platforms.The Project Manager serves as the primary interface with Government leadership , ensuring all program, technical, and administrative deliverables are executed in accordance with contract requirements, timelines, and quality standards.Key Responsibilities1. Program & Contract ManagementLead overall execution of the ONR internship and outreach contract across all task ordersDevelop and implement a comprehensive program management plan covering:Internship lifecycle managementOutreach and engagement initiativesWebsite and digital platform operationsManage cost, schedule, performance, and risk across multiple concurrent effortsEnsure compliance with contract requirements, QASP standards, and federal regulations2. Internship Program Lifecycle OversightOversee end-to-end management of internship programs, including:Marketing and outreach campaignsApplication intake and evaluation processesParticipant onboarding and coordinationMentor matching and engagementEnsure smooth execution across programs such as:Naval Research Enterprise Internship Program (NREIP)Science and Engineering Apprenticeship Program (SEAP)Monitor program metrics including applicant volume, placements, and participant outcomes3. Outreach & Communications StrategyDirect development and execution of STEM outreach initiativesOversee creation of:Marketing campaignsDigital content and messagingStakeholder communicationsCoordinate with Government stakeholders to align outreach with mission objectivesDrive engagement with students, universities, and underrepresented communities4. Website & Application Platform ManagementOversee management of program websites and application portals, ensuring:System availability and uptimeData integrity and securityUser experience optimizationCoordinate technical teams responsible for:Website updates and maintenanceApplication processing systemsEnsure compliance with DoD cybersecurity and data protection requirements5. Financial & Operational OversightImplement systems and controls to ensure:Financial accuracyBudget tracking and reportingTimely execution of program fundingMonitor contract performance and resource utilizationProvide data-driven recommendations for program improvements6. Stakeholder Engagement & ReportingServe as primary liaison to ONR Contracting Officer, COR, and program leadershipLead program reviews, status meetings, and executive briefingsDeliver:Regular progress reportsPerformance metricsRisk and issue updatesEnsure transparency and proactive communication across all stakeholders7. Team Leadership & StaffingLead and manage a multidisciplinary team supporting:Program operationsOutreach and communicationsIT and web supportDevelop staffing strategies, including:RecruitmentRetentionBackfill planningEnsure team performance aligns with contract deliverables and timelinesRequirementsBachelor's degree in Business, Public Administration, STEM, or related field (Master's preferred)8–12+ years of experience in:Program or project managementFederal government contractingDemonstrated experience managing:Large-scale programs (multi-million dollar, multi-year preferred)Workforce or internship programsStrong knowledge of:Program lifecycle managementFederal contract execution and compliancePreferred QualificationsExperience supporting:Department of Defense (DoD) or Navy programsSTEM outreach or education initiativesFamiliarity with:Applicant tracking systems or program management platformsWebsite/application portal managementPMP or similar certification preferred#J-18808-Ljbffr
