SUMMARY

Under the general supervision of the Director of Housing Development or an Associate Director of Housing Development, the Project Manager III performs the full range of tasks related to the acquisition, financing, design and construction of affordable housing for Tenderloin Neighborhood Development Corporation (TNDC). Projects include new construction and rehabilitation of existing buildings, and the expectation of a Project Manager III position is that the employee can move forward at least two development projects simultaneously and identify any major risks and recommended mitigants to the Director and/or Associate Director of Housing Development. The Project Manager III position may also be asked to take on strategic initiatives within the department to advance project pipeline goals and/or evaluate and improve department systems and procedures.

KEY RESPONSIBILITIES

Under the guidance of the Senior Director or Associate Directors, the Project Manager III:

• Evaluates potential development sites and performs feasibility analyses related to property acquisitions.
• Procures construction and permanent financing for developments from conventional, public and quasi-public sources. Researches and develops financing sources; prepares financing applications and meets other requirements of private and public lenders.
• Runs acquisition, construction, and permanent loan closings.
• Solicits and coordinates the work of non-construction-related project consultants, including legal, finance, and property management consultants. Negotiates contracts with the approval of the Senior Director of Housing Development.
• Obtains construction, architectural and other project approvals from planning and building departments and other regulatory agencies.
• Prepares periodic project activity reports
• Prepares and monitors development and construction budgets.
• Prepares financial proformas and financing plans.
• Prepares, updates, and adheres to project schedules.
• Reviews and implement tenant relocation plans.
• Coordinates bid and qualifications processes to select construction-related consultants, including architects, general contractors and construction consultants. Prepares and negotiates contracts. Monitors contract compliance.
• Oversees project design development; supervises preparation of project plans and specifications.
• Prepares construction- and design-related cost estimates. Processes requests for payment and monitors costs related to design and construction.
• Oversees the construction process including compliance with local government and lender requirements. Performs site inspections. Recommends decisions regarding and processes changes order requests. Processes pay application and loan disbursement requests. Assures compliance with plans and specifications.
• Works with Property Management, Tenant & Community Services, Asset Management, and tenants in the design and development of projects.
• Oversees development and implementation of contracting and local hiring programs.
• Conducts due diligence tasks to safeguard the organization's investments and corporate integrity.
• Performs outreach duties and public relations work as needed; attend neighborhood and community meetings; act as liaison between TNDC, its consultants, vendors, partners and the community. Participates in City and County policy planning and advocacy efforts.
• Meets with and reports to an Associate Director of Housing Development on a regular basis to discuss issues associated with the development process.
• Prepares and carries out annual Performance Plans.
• Attends TNDC's Board and Housing Development Committee meetings as required.
• Undertakes tasks as may be assigned by an Associate Director or the Senior Director of Housing Development.

REQUIRED SKILLS

• High degree of independence, initiative, responsibility, and accountability.
• Strong financial proforma skills, including creating and managing project pro formas and proficiency in Microsoft Excel.
• Experience with structuring private and public debt financing and equity for typical affordable housing development projects and the ability to understand complex financing plans.
• Experience with design issues and construction materials and methods.
• Well-developed oral, written, and public speaking communication skills.
• Strong interpersonal and conflict resolution skills.
• Ability to work within project teams and supervise the work of consultants.
• The ability to work with and lead a wide variety of individuals and groups.
• Capacity to manage two or more projects independently.

Physical Requirements:

• Ability to remain in a stationary position for extended periods while working at a computer.
• Ability to move about inside the office and between onsite meetings at various TNDC properties.
• Ability to operate a computer, phone, and standard office equipment.
• Occasional lifting of materials weighing up to 25 lbs. (files, laptops, binders).
• Ability to travel to TNDC properties, external meetings, and training locations throughout San Francisco and the Bay Area.
• Ability to coordinate eyes, hands, and fingers in performing word processing, writing, reading, and similar tasks.
• Visual acuity is necessary to review documents.
• Hearing acuity sufficient to use telephone and communicate with tenants, and staff.

Environmental Adaptability:

• Position operates in an office environment with regular visits to residential buildings, which may include exposure to dust, cleaning chemicals, and varying weather conditions.
• Noise level is typically moderate.

Mathematical Ability:

• Ability to add, subtract, multiply, divide, and calculate decimals, ratios, percentages, and fractions.
• Strong financial proforma skills, including proficiency in Microsoft Excel.
• Substantial experience and in-depth knowledge of complex private and public debt financing and equity for typical affordable housing development projects.

Language and Communication Ability:

• Ability to comprehend and correctly use informational documents.
• Ability to communicate effectively with residents, coworkers and staff at all levels, residents, government officials, both verbally and in writing.
• Ability to keep abreast of changes in policy, regulations, methods, operations, etc. as they apply to compliance and occupancy procedures and activities.
• Well-developed public speaking skills.

PREFERRED SKILLS

• Experience with acquisition/rehabilitation and portfolio rehabilitation.
• Experience with joint venture developments, including with nonprofit, market-rate, and non-housing partners.
• Experience or interest in supervision and mentorship.
• Experience with all phases of the development process, preferably with at least one project taken from concept through completion.
• Experience with market rate housing debt and equity financing.

MINIMUM QUALIFICATIONS

• Three years of project management experience in real estate development, with a strong preference for affordable housing development, and a bachelor's degree in city planning, architecture or related field OR a master's degree in city planning or a related field and two years of experience in affordable housing or community development.

PREFERRED QUALIFICATIONS

• Three years experience in affordable housing development project management
• Master's degree in city and regional planning, business, public policy, architecture or a related field.
• Understanding of San Francisco economic, social, political and real estate context
