Bachelor's degree in Homeland Security Studies Security Studies, Public Policy, or Political Science or related field. Master's degree preferred. Knowledge and skill in applying principles and practices of project management, basic and applied research methods, and related fields of operations. Eight years progressively responsible professional experience working in one or more of the following Critical Infrastructure (CI) areas: Transportation, Energy, Chemical or Healthcare. Experience in a leadership/management role in a company or government agency in a related CI sector is preferred. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.

Nature & Purpose of Position

Directs and coordinates engagement, partnership development, and applied program activities for the Institute for Homeland Security (IHS) in support of Critical Infrastructure Protection (CIP). Responsible for developing and maintaining a portfolio of relationships across CIP sectors and identifying opportunities to support applied research, professional education, and programmatic initiatives.

Primary Responsibilities

Develops and manages a portfolio of external partners and stakeholders within designated Critical Infrastructure Protection (CIP) sectors or across thematic areas. Maintains continuity with existing relationships, including those within the energy sector, while identifying opportunities to expand engagement into new sectors or emerging areas of focus. Works closely with public and private sector partners, as well as internal IHS personnel, to translate partner-identified needs into actionable efforts that inform policies, procedures, and practices related to critical infrastructure protection, resilience, and operational continuity. Requires independent judgment, initiative, and the ability to operate effectively in a dynamic, relationship-driven environment. Cultivates relationships with public agencies, private industry, and other stakeholders to identify operational challenges and areas of need that may be addressed through applied research, training, or program development. Works closely with IHS leadership and research staff to translate stakeholder needs into actionable initiatives, including externally funded projects, professional development offerings, and collaborative research efforts. Coordinates the development and execution of partnership-driven activities, including collaboration events, working groups, and targeted engagements that support knowledge exchange and problem identification across CIP sectors. Supports the development of proposals and external funding opportunities by identifying partner needs, contributing to project design, and coordinating with internal and external stakeholders. Assists in reviewing and assessing program outputs and contributes to the development of educational, informational, and research products produced by the Institute. Facilitates communication between IHS and its partners, ensuring alignment between stakeholder expectations and Institute capabilities. Represents IHS in meetings, presentations, and external engagements as needed. The intent is to appoint a project manager for each of the four CI areas. Performs other duties as assigned.

Other Specifications

Requires the ability to develop and maintain strong working relationships with stakeholders across private industry, government, and academic environments. Experience working in, with, or adjacent to one or more of the 16 federally recognized Critical Infrastructure sectors is preferred. Demonstrates a high degree of professionalism, initiative, and independent judgment in managing a portfolio of activities and engagements. Must possess strong communication skills, including the ability to engage various audiences and translate complex ideas into practical, actionable concepts. Ability to operate effectively in a fast-paced environment with competing priorities and evolving areas of focus. Demonstrates flexibility, strategic thinking, and the ability to identify and pursue new opportunities that align with the Institute's mission. Requires a collaborative approach to working with internal teams, including researchers, program staff, and leadership, to support the development and delivery of applied initiatives.
