Description

The City of Sioux City is located in the rolling Loess Hills along the Missouri River and has an opening for a Project Managerwho is looking to either start their career or to continue this career. This position, under the general direction of the City Engineer, coordinates and administers construction, maintenance and development of public works and utility facilities city-wide.
The work involves supervising the design and construction of streets, bridges, water and sewer systems, related facilities and other public works projects. Applicant should have thorough knowledge of principles and practices of civil engineering, Survey systems, and drafting.

Our employees are required to reside within thirty (30) miles of the City of Sioux City limits which includes Iowa, Nebraska, and South Dakota.

Work hours are Monday through Friday from 8:00AM-4:30PM.

Qualifications
Cognitive Demands, Skills and Abilities: Ability to speak clearly so others can understand you; ability to see details at close range (within a few feet of the observer), and ability to see details at a distance; Generate preliminary design documents and interpret related documents; Understand and interpret plans, sketches, blueprints, oral, and written instructions; Compile and maintain financial records, reports and various other forms of pertinent information in an organized and professional manner as mandated by regulations; Effectively communicate both verbally and in writing, including the preparation of contracts, schedules, expenditures, and project reports; Maintain productive relationships with managers, consultants and contractors; and engage in problem-solving, team building and partnerships to accomplish the overall objectives of the department and leadership; Prepare clear, concise, and comprehensive written reports and provide explanations which require displaying and presenting plans and drawings, graphics, spreadsheets, and other communication methods to audiences of varying familiarity.
Job Knowledge: Project management methods and practices for planning, budgeting, scheduling, monitoring performance and evaluating results; Knowledge of the principles and practices of the projects managed as related to the preparation of plans and specifications; Ability to establish and maintain effective working relationships with representatives of other agencies, municipal officials and the general public; Ability to express ideas clearly and concisely, orally and in writing; Knowledge of general management principles, program methodologies, and procedures; Knowledge of Capital Improvement Program procedures and practices; Knowledge of Federal and state laws, and local ordinances and code as they relate to all requirements of the job.
Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to aid customers (external and internal). Requires the ability to write and speak effectively with fellow employees, City Council, and the general public; read in English; apply common sense understanding to the work process, procedures, programs and services; and to provide and follow verbal and written instructions; the ability to work as a member of a team in order to accomplish tasks; the ability to establish and maintain effective working relationships with other employees, consultants, and the general public; and the ability to relate to minorities, women, and other protected classes in the community at all socioeconomic levels.
Physical Requirements: Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.
Work Environment: Fifty percent of work is normally performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. Field conditions outdoors are varying weather conditions, with varying street level noises; and visiting locations within the community whose environment may be different from the Citys offices. Travel in all types of weather extremes to attend training and/or organizes meetings conferences, and workshops; must be mobile and able to visit jobsites, complainants, and businesses within the metro area.
Minimum Required Qualifications
Must obtain a valid drivers license within six (6) months of employment.
Graduation from an accredited college or university with a Bachelors Degree in architecture, engineering, construction or facilities management, business administration, public administration, planning or related field of study with course work in the principles and practices of architectural/engineering design is required; and three (3) years of full-time professional-level work experience in design and or construction project management and budgeting, project administration, development, research/evaluation or management.
Or
An equivalent combination of education and experience substituting experience equal to one year of full time work for a public or private organization where the preponderance of duties is directly related to project development and management.
