OVERVIEW
The assignment works closely with the Logistics Manager to develop special projects and support implementation across organizations. Responsibilities include supporting supply chain strategies, long range and intermediate planning, and development of programs, systems, and work processes necessary to implement right cost solutions. The role collaborates with organizations, data sources, and industry sources to ensure viability of solutions and recommendations.

RESPONSIBILITIES
Project Management & Coordination
  • Facilitate and coordinate training and change management efforts supporting process changes.
  • Provide PMI based project management guidance, including planning, constraints integration, and resource needs.
  • Identify and request necessary SMEs (via corporate performance managers).
  • Collaborate with business units and performance managers to identify resource allocation issues and propose solutions.
  • Schedule and lead project meetings (working sessions, requirements gathering, stakeholder reviews).
  • Recommend roadmaps, improvements to expectations, approaches, work plans, deliverables, and goals.
  • Draft project plans, resource strategies, and funding estimates.
  • Alert corporate managers to potential changes in cost, schedule, or performance.
  • Serve as liaison between business and technical teams; recommend project stages and assess risks.
  • Track project progress, timelines, milestones, and standards; escalate delays and recommend corrective actions.
  • Coordinate activities to ensure goals are met within time and funding constraints.
  • Provide background information, technical input, options, and recommendations.
  • Draft and distribute project status reports.
  • Maintain communication with sponsors, performance managers, and clients.
  • Capture lessons learned and draft recommendations.
Risk Management
  • Identify potential risk areas and obtain guidance from corporate managers, COR, or CO.
  • Track resolution of issues, risks, and compliance dependencies.
  • Maintain issue/risk/action logs.
  • Draft contingency plans for corporate review.
Communication & Coordination
  • Support written communication, sponsor communication, and project team coordination.
  • Coordinate with IT, Enterprise Architecture, Security, Facilities, and other corporate resources.
Deliverables Support
  • Scope definition and management.
  • Process and system design requirements.
  • Communication and PM best practice gap analysis.
  • Business requirements gathering and needs analysis.
  • Organizational design and change management planning.
  • Asset management lifecycle model support.
  • Resistance/performance gap identification and corrective action recommendations.
  • “As is” vs. “To be” gap analysis.
  • Performance metrics definition and tracking.
  • Change management facilitation and support for managers.
  • Staff adoption support for new/revised asset management processes.
Data, Systems & Portfolio Operations
  • Perform data analysis, reporting, and system configuration changes.
  • Use analytical techniques to decompose high level information and resolve requirement conflicts.
  • Support asset management and portfolio operations, including information reviews and follow ups.
  • Coordinate data gathering, system integration, planning, tracking, and reporting requirements.
Records Management
  • Mark and maintain documents per INFOSEC and IGLM standards.
  • Ensure official records are maintained for auditing.
  • Share documents only with personnel with a Lawful Government Purpose.
Transition Support
  • Assist with transition of projects or programs to new PMs, including training and documentation.
  • Support transitions of project resources, including gathering SME information and identifying training needs.
REQUIREMENTS
Education & Experience
A degree in business administration, management, organizational development, computer science, or engineering is highly preferred.
Experience requirements:
  • 5 years with applicable bachelor’s degree
  • 7 years with applicable associate degree
  • 10 years without a degree
Experience must include direct project management work, including process development and execution. Level 2 typically manages medium sized projects (< $25M lifecycle cost) or portions of larger projects.

Required Technical Skills
  • MS Project (timelines, dependencies, milestones, resources)
  • Portfolio management in an asset intensive industry
  • Intermediate Visio, Access, SharePoint
  • Proficiency with MS Word, PowerPoint, Excel, Outlook
Preferred Skills
  • PMI or PMP certification
  • Change Management certification
  • Energy/utility industry experience
  • Asset Management experience
  • ISO 55000 experience
Additional Requirements
  • Valid U.S. Driver’s License
