Position Title: Project Management Specialist - Dual Credit
Department: School Performance and Workforce Development

Compensation: Classified Salary Schedule - Range U
$33.72 - $40.29 per hour, DOE
Bargaining Unit: OSEA
FTE: 1.0 - 40 hours per week - 230 days per year

General Description:
In alignment with the NWRESD's mission statement, this position serves as the regional connector between Tillamook County K12 school districts, Tillamook Bay Community College, universities, workforce partners, and students to create seamless pathways from middle school through postsecondary education, credential attainment, and employment.
The Specialist leads regional efforts to expand dual credit participation, strengthen college-going cultures, coordinate accelerated learning opportunities, and support the implementation of Rural Guided Pathways throughout Tillamook County.
In addition, this position provides operational leadership for dual credit program implementation by supporting compliance, instructor alignment, student access, program coordination, and successful transitions from high school to postsecondary education and the workforce.

Required:
Bachelor's degree in education, workforce development, business, public administration, community development, counseling, marketing, or a closely related field; or an equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities necessary to perform the position.
Minimum of two (2) years of experience coordinating projects, programs, partnerships, or initiatives within education, workforce development, community organizations, or a related field.
Experience building and maintaining collaborative partnerships with multiple stakeholders, such as school districts, higher education institutions, businesses, community organizations, government agencies, or workforce partners.
Experience planning, organizing, coordinating, and evaluating projects or programs, including managing timelines, communications, meetings, events, and/or reporting requirements.
Valid driver's license, reliable transportation, and proof of automobile insurance.
Preferred:
Master's Degree in education, workforce development, business or related field

Experience facilitating meetings, professional learning, training, or technical assistance.

Experience working with rural communities and diverse populations.
Experience with grant-funded programs, regional collaborations, or cross-sector partnerships.
Bilingual or multilingual skills, particularly English/Spanish.
Experience with Oregon accelerated learning, dual credit systems, and postsecondary transitions preferred.

Monitor compliance with Oregon accelerated learning standards
Develop reports and monitor participation, success, and equity indicators
Facilitate collaboration among districts, colleges, universities, workforce partners, and industry
Project Specific Functions Include:
A. Regional Pathway Development and Systems Leadership
a. Collaborate in the implementation of Rural Guided Pathways strategies.
b. Align dual credit opportunities with Career Connected Learning, Transfer, and CTE pathways.
c. Coordinate regional pathway development efforts with colleges, workforce boards, and industry.
d. Support the development of seamless pathways from middle school through workforce entry.
e. Identify gaps in pathway access and credential attainment.
B. Dual Credit Program Coordination and Compliance
a. Coordinate dual credit, sponsored dual credit, articulated credit, and Expanded Options programs.
b. Support instructor qualification and approval processes.
c. Maintain course alignment documentation and partnership agreements.
d. Monitor compliance with Oregon accelerated learning standards.
e. Assist with reporting requirements and program reviews.
f. Coordinate annual district and college planning meetings.
C. Student, Family, and School Engagement
a. Collaborate with partners to develop and implement outreach strategies that increase student participation.
b. Coordinate family information nights and pathway events.
c. Support counselors and advisors with pathway planning resources.
d. Promote equitable access for rural and historically underserved students.
e. Serve as a regional resource regarding college credit opportunities and postsecondary planning.
D. Partnership Development and Professional Learning
a. Facilitate collaboration among school districts, colleges, universities, and workforce partners.
b. Coordinate Professional Learning Communities.
c. Support faculty mentor relationships and secondary/postsecondary alignment.
d. Provide technical assistance to district and college personnel.
e. Share best practices across the region.
E. Data, Evaluation, and Continuous Improvement
a. Collect and analyze participation and success data.
b. Monitor equity indicators.
c. Develop reports for districts, colleges, NWRESD leadership, and state agencies.
d. Support grant reporting and program evaluation.
e. Provide data to drive continuous improvement efforts.
f. Perform other job duties as assigned in support of regional workforce
development and Career Connected Learning efforts
