Position Title: Project Management Specialist - Career Technical Education (CTE)

Reports To: Director - Workforce Development

Compensation: Classified Salary Schedule - Range U

$33.72 - $40.29 per hour, DOE

Bargaining Unit: OSEA

FTE: 1.0 - 40 hours per week - 230 days per year

General Description:

In alignment with the NWRESD's mission statement, this position supports the regional Career and Technical Education (CTE) and Career Connected Learning efforts in collaboration with the North Coast CTE Regional Coordinator, school districts, community colleges, and workforce partners across Tillamook, Clatsop, and portions of Columbia County.

This position serves a facilitating and support role to assist districts in the coordination, implementation, and continuous improvement of CTE programs of study, Perkins grant activities, regional collaboration efforts, and workforce development opportunities for students.

The Specialist works collaboratively with North Coast CTE Regional Coordinator, educators, counselors, administrators, students, and community partners to increase equitable student access to high-quality career-connected learning opportunities, particularly in rural communities.

This role focuses on coordination, technical assistance, communication, data management, and program support rather than direct supervision or system-level leadership responsibilities.

  1. Bachelor's Degree in education, workforce development, business, or related field, preferred.

  2. Experience in Career and Technical Education, workforce development, or related educational programming, preferred.

  3. Experience supporting grants, partnerships, or educational programs, preferred

  4. Knowledge of Career Connected Learning and/or Perkins funding processes, preferred

  5. Valid Driver's License, reliable transportation, and proof of insurance required

KNOWLEDGE, SKILLS, and ABILITIES:

  1. Demonstrate a commitment to diversity, equity, inclusion, and belonging through continuous development, modeling inclusive behaviors, and proactively managing bias

  2. Ability to exhibit professionalism and effective human relations

  3. Confer regularly with immediate supervisor

  4. Proficient in the use of computer and internet-based applications, including but not limited to email, internet software, Google Suite, and word processing (MS Word)

  5. Ability to collect and organize data and assist with reporting requirements

  6. Ability to build collaborative relationships with school districts, colleges, and community partners

  7. Strong organizational and communication skills

  8. Ability to support multiple projects and timelines simultaneously

  9. Knowledge of Career Connected Learning and current trends in Career and Technical Education programs

  10. Ability to facilitate meetings and provide technical assistance to educators and partners

  11. Ability to work independently with guidance from supervisors

Essential functions: Include the following. Performs some or all of the following tasks. Other Duties may be assigned. The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.

A. Regional CTE Coordination Support

a. Support school districts and community colleges in the coordination and implementation of regional CTE activities

b. Assist with planning and facilitation of regional meetings for CTE teachers, counselors, and school staff

c. Provide technical assistance related to Programs of Study, program renewals, and program documentation

d. Assist districts in maintaining compliance with Perkins grant requirements and timelines

e. Support the coordination of Career Connected Learning and workforce development initiatives across the region

f. Help organize professional development opportunities and training for educators

g. Coordinate regional student Career Connected Learning opportunities in collaboration with local educators

B. Perkins Grant and Data Support

a. Assist with the collection and organization of Perkins grant documentation and reporting requirements

b. Support labor market research and regional needs assessment activities

c. Help maintain records related to grant expenditures and program activities

d. Assist districts in identifying and communicating funding opportunities

C. Partnership and Communication Support

a. Maintain collaborative relationships with school districts, community colleges, business and industry partners, and community organizations

b. Assist with communication between the Oregon Department of Education (ODE), districts, and regional partners

c. Help maintain communication tools and shared resources related to regional CTE initiatives

d. Support coordination of work-based learning and career exploration opportunities for students

D. Regional Meeting and Event Coordination

a. Coordinate logistics, communication, and scheduling for regional convenings and collaborative meetings

b. Support facilitation of county-level counselor, teacher, and high school principal meetings focused on Career Connected Learning

c. Attend regional and statewide meetings related to CTE and workforce development as assigned

E. STEM and Workforce Development Collaboration

a. Collaborate with NWRESD staff to support alignment between STEM, Career Connected Learning, and workforce development initiatives

b. Assist with the implementation of regional projects and special initiatives as assigned

F. Perform other job duties as assigned in support of regional workforce development and Career Connected Learning efforts
