Job Description

Loyal Source is looking for a Project Management Officer for an employment opportunity in El Paso, Texas.

Summary

The Project Management Officer (PMO) serves as the Project Manager and Operational Governance leader for the contract. As the owner and leader of process, planning, and reporting you are responsible for establishing and maintaining a high-performing Program Management Office that ensures contract compliance, operational excellence, performance transparency, risk mitigation, and strategic alignment with customer requirements.

The PMO acts as a key advisor to Executive Leadership and serves as the central coordination point across operations, human resources, staffing, quality, finance, technology, compliance, and customer stakeholders. The role is responsible for driving program performance through data-driven decision-making, standardized processes, effective communication, and continuous improvement initiatives. Responsibilities align with enterprise PMO practices such as contractual reporting, Service Level Agreement (SLA) and Contact Data Requirements List (CDRL) compliance, scheduling, performance management, cross-functional coordination, change management, and risk governance.

Duties and Functions

Program Governance & Leadership

  • PMO day-to-day operations.
  • Develop and maintain governance frameworks, operational rhythms, and executive-level reporting processes.
  • Serve as the primary PMO liaison to internal leadership and customer stakeholders.
  • Support the Program Manager and Deputy Program Manager in execution of strategic objectives and contractual requirements.
  • Plan, monitor, manage, coordinate, and facilitate reviews of program management, contract performance, financial performance, executive briefings, and governance meetings.

Performance Management & Reporting

  • Establish program performance metrics, dashboards, and key performance indicators (KPIs).
  • Monitor contract performance against service levels, staffing requirements, customer expectations, and operational goals.
  • Prepare weekly, monthly, quarterly, and ad hoc reports for leadership and government stakeholders.
  • Analyze operational trends and proactively recommend corrective actions to improve performance.

Risk, Issue, and Change Management

  • Maintain program RAID (Risks, Assumptions, Issues, Decisions) logs, drive recurring reviews, and immediately elevate issues through real time reporting.
  • Lead risk identification, mitigation planning, escalation processes, and corrective action tracking.
  • Manage change requests and coordinate implementation activities across functional teams.
  • Ensure operational readiness and business continuity planning.
  • Track and report outcomes.

Cross-Functional Coordination

  • Coordinate activities among Operations, Human Resources, Recruiting, Credentialing, Quality, IT, Finance, and Compliance teams.
  • Drive accountability for and ensure visibility of action items, deliverables, and contract milestones.
  • Facilitate communication across geographically dispersed teams and stakeholders.
  • Support onboarding, workforce planning, and resource management activities.

Compliance & Quality Oversight

  • Monitor compliance with contract requirements, company policies, and applicable federal regulations.
  • Partner with Quality and Compliance teams to address audit findings and implement corrective actions.
  • Track performance improvement initiatives and ensure closure of identified issues.
  • Support preparation for customer reviews, audits, and inspections.

Process Improvement

  • Identify opportunities to improve operational efficiency, reporting accuracy, and program performance.
  • Standardize PMO processes, tools, and documentation.
  • Promote continuous improvement methodologies and best practices across the contract.
  • Leverage technology and automation solutions to enhance program visibility and efficiency.

Stakeholder Engagement

  • Develop strong relationships with internal and external stakeholders.
  • Support customer communications and executive presentations.
  • Ensure timely dissemination of program updates, decisions, risks, and performance information.
  • Foster collaboration and alignment across all contract functions.

Education and Experience

  • Bachelor's degree in Business Administration, Project Management, Public Administration, Healthcare Administration, Engineering or related field.
  • Master's degree preferred.
  • Project Management Professional (PMP) preferred
  • PgMP, PMI-RMP, PMI-ACP, Lean Six Sigma Green Belt/Black Belt, or equivalent certifications preferred

Preferred Requirements

  • Must be able to successfully obtain and maintain any required federal, state, local, or agency-specific security clearance, background investigation, credentialing, or access authorization required for contract performance.
  • 8+ years of project management, PMO leadership, or operations management experience.
  • 5+ years supporting large-scale federal government contracts.
  • Demonstrated experience leading cross-functional teams in a highly regulated environment.
  • Experience with performance reporting, risk management, change management, and operational governance.
  • Proven ability to manage multiple priorities and stakeholders simultaneously.

Knowledge/Skills/Abilities (KSA)

Knowledge- Strong understanding of PMO governance and program management frameworks. Experience developing dashboards, metrics, and performance reporting.

Skill- Excellent analytical, organizational, and problem-solving skills. Exceptional verbal and written communication skills. Strong facilitation, stakeholder management, and leadership capabilities.

Ability- Advanced proficiency with Microsoft Office Suite, Power BI, and project management tools. Ability to translate operational data into executive-level insights. Demonstrated ability to influence without direct authority.

Supervisory Responsibilities

The PMO may directly supervise and provide leadership, coaching, performance oversight, and workload management for PMO personnel and support functions assigned to the CEM contract. The PMO may also exercise matrixed leadership and operational oversight across cross-functional teams, including Human Resources, Recruiting, Credentialing, Quality Assurance, Training, Finance, Information Technology, and Contract Operations personnel supporting the contract, ensuring alignment with program objectives, contract requirements, and performance standards.

Work Environment/Condition

It is an indoor office space with proper lighting and a climate-controlled setting.

Physical Requirements:

The work requires some physical exertion, such as long periods of standing; walking or jogging over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment.

Schedule:

This facility operates 24/7/365. This full-time position requires working days, evenings, as well as weekends and holidays. Specific hours will be determined by the facility needs. On-call availability is not required.

Pay: $120,000

CITIZENSHIP REQUIREMENTS AND VERIFICATION:

The Prime Contract requires that employees and representatives performing work on the Project be United States citizens or foreign citizens who are legally authorized to work in the United States. Subcontractor shall utilize the E[1]verify system in accordance with FAR 52.222-54 to verify employment eligibility.
