About the Role
CLFC Healthcare & Communications is seeking an experienced Project Director to manage the operations and administration of an Employee Assistance Program (EAP) serving approximately 2,800 employees across a federal agency headquartered in Rockville, MD. The Project Director is responsible for program administration, contract compliance, vendor coordination, reporting, and service delivery logistics across multiple locations nationwide including regional offices in King of Prussia PA, Atlanta GA, Lisle IL, Arlington TX, and Chattanooga TN.
Key Responsibilities
Manage day-to-day EAP program operations including service delivery, scheduling, and resource allocation
Serve as primary point of contact with the federal Contracting Officer Representative (COR)
Develop and maintain program policies, procedures, and quality assurance protocols
Coordinate with call center operations for 24/7 EAP access
Manage counselor network credentialing, onboarding, and performance monitoring
Prepare and deliver monthly, quarterly, and annual program reports
Oversee budget management and contract financial performance
Coordinate multi-site service delivery across headquarters and regional offices
Lead wellness programming and organizational health initiatives
Required Qualifications
Master's degree in Healthcare Administration, Public Health, Business Administration, Social Work, or related field
Minimum 10 years of experience in healthcare administration or program management
Minimum 5 years managing multi-state behavioral health or EAP programs
Demonstrated experience with federal contract administration and compliance
Strong analytical and reporting capabilities
Ability to obtain and maintain federal security clearance
Preferred Qualifications
Certified Employee Assistance Professional (CEAP) certification
Project Management Professional (PMP) certification
Prior experience with federal EAP contracts
Experience with utilization review and outcomes measurement
Familiarity with DOT 49 CFR Part 40 requirements
Compensation and Benefits
Competitive salary: $120,000 - $155,000 annually
