Contract-to-Hire Opportunity

The Staff Project Controls Specialist will lead project controls processes in close collaboration with the internal Project Management team to ensure successful execution of project deliverables within approved budget and schedule. This role supports multiple projects and is responsible for cost control, scheduling, forecasting, reporting, and performance measurement across engineering, procurement, and construction phases.
Project Controls & Planning
Lead and manage project controls activities to support successful project execution.
Ensure proper project setup and maintenance in Enterprise Planning & Controls software.
Create and maintain Work Breakdown Structures (WBS).
Develop and manage project execution plans.
Support engineering, procurement, and construction planning, scheduling, logistics, and cost control activities.
Scheduling & Cost Management
Develop, maintain, and analyze schedules at various levels of detail.
Apply and review logic ties within schedules and monitor resource loading.
Perform critical path method (CPM) schedule analysis and "what-if scenario modeling.
Develop, review, and analyze pre-programmed scheduling reports and backup documentation.
Create scheduling reports and determine appropriate reporting formats.
Consult with project teams on schedule status and progress.
Develop and present cash flow reports.
Develop, maintain, and update cost reports, forecasts, and progress curves.
Input, validate, and document progress measurement data.
Develop and maintain an earned value management system (EVMS).
Reporting, Audits & Compliance
Analyze project data, review logs, and run reports from planning and controls tools.
Input and document changes to cost reports and forecasts.
Review upstream (prime contract) and downstream (purchase order and subcontract) change orders.
Approve purchase orders and subcontracts for proper coding.
Interface with Project Management and Accounting teams to review project costs, contingencies, and support external audits.
Perform material takeoffs.
Conduct quality checks and inspections of project controls deliverables.
Perform field audits to validate reporting accuracy and compliance with established processes.
Assist with project forensic analysis as required.
Collaboration & Communication
Serve as a point of contact for technical project controls questions.
Support Interactive Project Planning Meetings (IPPM).
Collaborate effectively with cross-functional project teams.
Perform additional duties as assigned while complying with all company policies and standards.
Education & Experience
Bachelor's degree in Engineering, Construction Management, or a related field preferred.
Minimum of 3 years of direct project controls experience.
Applicable experience may be substituted in lieu of a degree.
Technical Skills
Experience with Oracle Primavera P6 preferred.
Proficiency in Microsoft Office (Excel, Word, PowerPoint).
Strong understanding of scheduling, cost control, forecasting, and earned value management.

Certifications
OSHA 10-hour safety certification (required or ability to obtain).
