Description

The Department of Information Technology (IT) plays a vital role in advancing customer-centered innovation across the organization. It is structured into three specialized technical bureaus: Business Enablement, Customer Success and Productivity, Technology Infrastructure and Cybersecurity. Collectively, staff members work together to provide essential services and technical support to all City staff and business functions. The City is dependent on IT to provide technology solutions that meet business function and organizational needs, while balancing security and support requirements. As the demand for secure, efficient, and business-aligned technology solutions continues to grow, IT is responsible for setting the strategic direction for enterprise technology. This includes identifying, recommending, implementing, and maintaining systems and tools that support the City's operational and organizational goals. With a team of 95 dedicated professionals, the department delivers essential services and technical support to all City staff and business functions. IT fosters a culture that values collaboration, respect, and inclusivity, ensuring a supportive environment for both staff and stakeholders.

We are seeking a technically skilled and customer-focused Systems Analyst for the Financials team within the Business Enablement (Applications) Bureau. The Systems Analyst - Billing & Collections Systems (PA?IV) supports, maintains, and enhances the Citys assessment, billing, collections, and digital payment applications. This role provides technical and functional support across multiple revenue-generating programs and online payment portals. The analyst works closely with business departments, vendors, and technical teams to ensure reliable billing cycles, accurate data flow, secure payment processing, and overall system performance. Responsibilities include application configuration, software testing, data reconciliation, interface and job monitoring, troubleshooting, and user support.

Department Hiring Salary Range: $71,938 - $77,062

Essential Functions

Essential functions include but are not limited to:

Production Support & Issue Resolution

  • Provide daily operational support for production environments, including troubleshooting and correcting system issues.
  • Conduct root-cause analysis and implement permanent corrective actions for system errors or performance issues.
  • Support system enhancements, software upgrades, and annual processing cycles.
  • Work closely with vendors and internal teams to coordinate solutions and resolve issues.

Requirements Analysis & System Specification

  • Gather and document client business processes and technical requirements.
  • Translate requirements into functional and technical specifications.
  • Obtain stakeholder review and approval for system designs and modifications.

Application Development & Maintenance

  • Design, develop, test, and maintain related system integrations and reporting solutions.
  • Develop and update SQL queries, stored procedures, scripts, and scheduled tasks to support system functionality.
  • Prepare detailed technical documentation for applications, programs, and operational procedures.

System Integrity & Environment Oversight

  • Monitor servers, databases, jobs, interfaces, and system processes to ensure operational stability.
  • Take appropriate corrective or preventative action to maintain system integrity and availability.
  • Conduct application and database testing in upgraded environments to verify functionality, performance, and integration stability.
  • Troubleshoot and resolve issues arising during or after server upgrades to minimize operational impact.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelors degree or equivalent. Bachelor's degree in Information Technology, Computer Science, Data Science or a related technical field, preferred.

A minimum of three years of experience as a programmer

Additional Requirements:

  • Ability to work on-site and commit to additional hours during peak billing or payment-processing periods.
  • Must pass applicable background checks for access to financial, billing, and payment-processing systems.
  • Must be authorized to work in the U.S. without current or future sponsorship.
  • Hands-on experience writing reports and interfaces.

Preferred Education/Experience:

  • Education: Bachelor's degree in Information Technology, Computer Science, Data Science, or a related technical field, or a minimum of eight years of programming/development experience in the IT industry.

  • Experience: Experience in IT application support, financial systems, billing systems, revenue operations, or digital payment platforms.

Hands-on experience with:

  • SQL querying for data validation, reconciliation, and troubleshooting.
  • UAT/test script creation, execution, and defect tracking.
  • Application patching, releases, upgrades, and environment testing.
  • Interface/job monitoring, including file transfers, scheduled jobs, and system integrations.
  • Reporting tools such as Crystal Reports, Power BI, or similar platforms.
  • ETL tools such as Pentaho.
  • (Optional but valuable) Familiarity with payment processing concepts such as settlement processes, refunds, or banking file integrations.

Work Hours: Monday - Friday 8:00AM - 5:00PM

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
