Job Summary/Company:
Sparks Group, partnered with a renowned government transportation contractor, is in search of a high-level Program Manager to oversee the execution of complex, large-scale initiatives across public and private sectors. This role requires a professional capable of balancing rigorous project governance with executive-level influence, ensuring that organizational goals are met through disciplined planning and sophisticated risk management.

Responsibilities:
  • Manage the complete project lifecycle utilizing both iterative and traditional sequential methodologies.
  • Establish and enforce high-level project standards, controls, and performance benchmarks.
  • Direct program governance and lead the identification, mitigation, and escalation of critical risks.
  • Orchestrate the concurrent delivery of multiple intricate projects with high organizational impact.
  • Facilitate strategic planning and prioritization efforts under demanding time constraints.
  • Engage and influence senior-level stakeholders through expert communication and professional presentation.
  • Apply high-level judgment and accountability to critical decision-making processes.

Qualifications/Background Profile:
  • Minimum of 10 years of professional experience in project-driven environments.
  • At least 2 years of leadership at a directorial level, supported by 8 years of broad project management.
  • Mandatory Project Management Professional (PMP) certification with demonstrated practical application.
  • Proven background in managing engagements within governmental agencies or the private sector.
  • Prior experience with public sector fiscal operations or institutional finance is highly desired.
  • Expertise in strategic resource allocation and timeline management for complex portfolios.
  • Bachelor’s degree in Finance, Accounting, or Business Administration; a Master’s degree or equivalent is preferred.
  • Advanced interpersonal and verbal skills suitable for executive-level collaboration.

Pay Range: Hourly $70.00 to $75.00
