Johnson Service Group, an award-winning staffing company, is looking for a Program Manager with 7-10 plus years’ experience working in an Aerospace environment. As the lead of our centralized Program Management Office (PMO), this individual will be responsible for the performance of the overall project portfolio and directs a group of program managers overseeing a set of projects/programs that are strategic to the company.  This is a Direct Hire job in Oxnard, CA.


Salary: $130-200K DOE
Shift 6:00 AM-4:30 PM Monday-Thursday


In this role, the position will provide leadership, organization and coordination encompassing project planning, governance, and project management.  It ensures all projects administered by the PMO adhere to the best practices and standard approaches for program and project management. The position will also manage change and promote the continuous improvement of project management related processes.  This position will lead a highly talented cross-functional programmatic team and will manage large strategic projects to the corporation (working leadership role).  The position will work closely with product development leadership and is the primary management interface between executive leadership, customers, suppliers, and other engineering disciplines.  The position will also be responsible for the management of the Project Portfolio tool (Project Online) as the central governance tool for managing budgets and resources across engineering.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Leads a cross-functional program management team for the execution of the project portfolio in a strong matrix environment.
  • The gate keeper of program management standardization and governance to  policies and guidelines.
  • Establish and conduct training programs for the institutionalization of new PM methodologies and is the champion to continuous improvement.
  • Leads a centralized change management methodology and structured change control board for programs/projects.
  • Develops and maintains dashboard controls and measurement of project performance.
  • Responsible for managing key projects that are strategic to the corporation.
  • Oversees and approves task planning on several large projects or programs; approves resource requirements and effort estimates; establishes direction for functional team and direct reports across a suite of projects to balance priorities; is responsible for project data integration and  tracking of  financials, quality levels, and implementation of corrective actions based on variance and critical path analysis for the entire area of responsibility; balances customer expectations with internal business goals; participates in portfolio planning efforts and approves results.
  • Works with Sales & Marketing to define new project requirements, develop capital budgeting analysis, help write or review contracts to implement sales, and lead the program management team to provide timely and successful completion, performance within budget.
  • Participates in the development of new business project opportunities
  • Provides the leadership to work with all the functional departments to assure adherence to project schedules, resource, and budgetary constraints.
  • Manages phase gate compliance to product development process.
  • Lead program/project teams and facilitate communication and interaction among the functional representatives.
  • Ensure that the right product is developed to meet or exceed  quality standard and is delivered at the right time.
  • Has the ability to execute the project on schedule, within budget, and with “Best in Class” quality standards. Is able to assign responsibilities, delegate and empower others, and remove obstacles.
  • Possesses project planning skills and the ability to develop a baseline integrated project plan encompassing all deliverables of the project WBS. Develops short- and long-range plans, which are appropriately comprehensive, realistic and effective in meeting goals.
  • Allows for and obtains needed resources. Coordinates work efforts, monitors progress and manages expertise/resources in accordance with the project management plan. Analyzes project elements to establish project status. Takes corrective action.
  • Identifies and manages risks and anticipates potential problems. Develops action plans to mitigate risk. Identifies and implements alternative solutions.
  • Utilizes structured change management methodologies to ensure impact is defined and agreed upon before implementation.  
  • Monitors, reviews, and updates the project plan. Ensures that interfaces are recognized and tasks are integrated.
  • Tracks and evaluates project performance to established plans using project schedules, financial reports and quality metrics.
  • Utilizes analytical tools to identify, gather, and synthesize relevant information critical in making accurate project decisions.
  • Monitors individual/team performance and contributions relating to key goals, corporate initiatives, and commitments.
  • Perform trade studies to evaluate business cases and ROI of projects and new opportunities.

QUALIFICATIONS

REQUIRED
  • Bachelor’s degree in Engineering or a product development-related discipline (or equivalent combination of education and experience)
  • 7–10 years of combined engineering and program/project management experience in a product development and manufacturing environment
  • PMP® certification from the Project Management Institute
  • Ability to read, write, and effectively communicate in English, including analyzing and interpreting business publications, technical procedures, and governmental regulations.
  • Ability to perform mathematical calculations such as percentages, discounts, and other required computations accurately.
  • High proficiency in Microsoft Project (including Project Online/Server) and Power BI for dashboards and reporting
  • Direct experience leading or managing major ERP implementations or upgrades (e.g., SAP, Oracle, Dynamics, IFS)
  • Applied knowledge of project management tools and techniques, including:
  • Scheduling, cost management, and change control
  • Work breakdown structures (WBS)
  • Risk management and contract management
  • Balancing scope, schedule, and resources
  • Knowledge of engineering development processes, including product development and configuration management
  • General knowledge of operations, including procurement, manufacturing, test engineering, field service, business development, and quality systems
  • Demonstrated ability to organize and manage multiple projects simultaneously
  • Strong leadership and interpersonal skills with the ability to lead teams and drive results
  • Ability to read, analyze, and interpret technical documents, procedures, and manuals
  • Ability to write reports and effectively present information to customers and internal teams
  • Ability to define problems, collect data, establish facts, and draw valid conclusions

PREFERRED
  • Experience in gas turbines, fuel systems, controls, power electronics, or power generation
  • Experience with portfolio-based project management systems
  • Familiarity with ProE or similar engineering/design tools
  • Exposure to business development and marketing functions
