Oracle is seeking a highly motivated and results-oriented Program Manager to join the Human Capital Management (HCM) organization. In this role, you will lead strategic, cross-functional initiatives that support Oracle''s global Human Resources and HCM programs. You will partner with HR Centers of Excellence, business leaders, product teams, IT, operations, and executive stakeholders to deliver initiatives that improve employee experience, optimize business processes, and enable organizational transformation.
The ideal candidate is an experienced program leader with exceptional organizational, communication, and stakeholder management skills. You are passionate about driving operational excellence, implementing scalable processes, and successfully managing complex initiatives from planning through execution. and third-party vendors to ensure delivery.
This is a hybrid position requiring the candidate to live a commutable distance from the Reston VA office.

Manages and controls activities in multi-functional areas of sections. Ensures appropriate operational planning is effectively executed to meet Corporate specifications. A BS or BA in related fields. 10-12 years overall experience in functional or technical role. Three years experience in multi-dimensional issue resolution. Project management experience. Key Responsibilities

- Partner with Human Resources, Talent Management, HR Operations, IT, Finance, Legal, and business leaders to align program objectives and deliver measurable business outcomes.
- Develop and maintain comprehensive program plans, timelines, milestones, budgets, and success metrics.
- Coordinate cross-functional teams to manage dependencies, priorities, risks, and issue resolution.
- Drive governance activities, including executive status reporting, steering committee meetings, and program reviews.
- Identify opportunities to improve HR processes, operational efficiencies, and employee experiences through process optimization and technology solutions.
- Support organizational change management, communications, and adoption activities for new HCM initiatives.
- Monitor program performance using KPIs, dashboards, and metrics to ensure successful delivery and continuous improvement.
- Facilitate collaboration across global teams while ensuring alignment with Oracle''s strategic objectives.
- Ensure programs are delivered on time, within scope, and aligned with business priorities.
Preferred Qualifications
- Bachelor''s degree in Business Administration, Human Resources, Organizational Development, Information Systems, or a related field.
- 10+ years of experience in program management, project management, HR operations, Human Capital Management, or business operations.
- Experience leading enterprise-wide, cross-functional programs in a fast-paced technology or global business environment.
- Strong understanding of Human Capital Management processes, including talent management, workforce planning, employee lifecycle, performance management, learning, compensation, or HR operations.
- Exceptional communication, facilitation, and executive presentation skills.
- Demonstrated ability to influence stakeholders across all organizational levels without direct authority.
- Experience with Agile, Waterfall, or hybrid project management methodologies.
- Proficiency with project management tools such as Jira, Smartsheet, Microsoft Project, or similar collaboration platforms.
- Experience working with enterprise HCM platforms such as Oracle Fusion Cloud HCM, Workday, SAP SuccessFactors, or similar solutions is preferred.
