The Program Manager serves as the primary interface with the Contracting Officer Representative (COR) and Human Resources Command Transition Division staff. This role has full authority to act on all matters pertaining to contract execution and contractor determinations of scope. The Program Manager is responsible for staffing oversight, resolution of performance issues, reporting requirements, and ensuring successful execution of all tasks and objectives outlined in the Performance Work Statement (PWS).

The selected candidate must maintain a comprehensive understanding of the PWS and all associated contract documentation related to the TAP requirement.

Key Responsibilities

  • Serve as the primary liaison between the company, COR, and Human Resources Command Transition Division staff.
  • Oversee day-to-day program execution and ensure contract compliance.
  • Manage staffing concerns, contractor performance, and operational deliverables.
  • Develop and provide status updates, ad hoc reports, and program metrics.
  • Lead large-scale, geographically dispersed operations supporting diverse customer populations.
  • Implement customer satisfaction initiatives and continuous process improvements.
  • Assess and integrate emerging technologies and business practices to improve efficiency, customer service, and cost effectiveness.
  • Utilize data analytics to support decision-making, reporting, and future operational planning.
  • Communicate program objectives, benefits, and outcomes to stakeholders and customers.
  • Interpret and apply Government regulatory guidance to operational practices and management decisions.

Required Qualifications

  • Master's Degree required at time of hire.
  • Project Management Professional (PMP) certification required at time of hire.
  • Program Management Professional (PgMP) certification required within six (6) months of hire.

Required Experience

Candidates must possess a minimum of five (5) years of relevant experience obtained within the last fifteen (15) years in the following areas:

  • Managing large-scale global operations within organizations of 200+ employees.
  • Supporting large, dispersed customer bases.
  • Implementing proactive and responsive customer satisfaction practices.
  • Evaluating and implementing emerging technologies or business processes.
  • Leveraging data analytics for reporting, operational improvements, and strategic planning.
  • Strategic communication and marketing of program initiatives and outcomes.
  • Interpreting Government regulations and applying guidance to daily operations.

Preferred Skills

  • Strong leadership and organizational skills.
  • Excellent written and verbal communication abilities.
  • Proven ability to manage multiple priorities in a fast-paced environment.
  • Experience supporting Federal Government contracts or military transition programs preferred.
