We are seeking a Program Manager (Acquisition SME) to serve as a senior advisor and lead supporting Defense Business Systems (DBS) and IT capability lifecycles. This role will oversee complex, multi-functional teams and provide leadership across contract operations, acquisition strategy, compliance, and digital transformation initiatives.
This role is part of an upcoming federal program and is expected to move forward pending final award.
Responsibilities
Serve as a senior advisor for DBS and IT capability lifecycle management
Lead and oversee large, multi-functional teams and day-to-day contract operations
Drive strategic planning, risk mitigation, and performance tracking
Ensure acquisition and procurement compliance across programs
Conduct independent programmatic reviews and support portfolio oversight
Lead initiatives in:
Business Process Reengineering (BPR)
Organizational Change Management (OCM)
Digital transformation outcomes
Capture and implement lessons learned across programs
Support development and execution of acquisition strategies and documentation
Requirements
PMP or equivalent senior-level Project Management certification OR relevant degree in Project Management
DAWIA Advanced / Level III / Professional Certification in:
Program Management OR Contracting
15+ years of experience in: Program management, Government acquisition
10+ years supporting DoD or DLA in DBS acquisition lifecycle management
Demonstrated experience with:
Developing acquisition strategies
Analyzing source documentation
Authoring acquisition documentation
Ensuring compliance with the Adaptive Acquisition Framework (DoDI 5000.02)
15+ years of progressively responsible leadership in IT or consulting environments
Including experience supporting major acquisition milestones and portfolio reviews
Education
Master's degree in a relevant field, such as: MBA, Management, Information Technology, Public Administration, Project Management, Related discipline
Preferred Skills
Experience supporting ACAT I / BCAT I programs
Ability to educate and guide teams on DoDI 5000 compliance
