As a member of the External Quality Assurance (EQA) surveillance team, the EQA Program Manager will provide surveillance and oversight of Delta's approved Maintenance Providers who accomplish maintenance, preventive maintenance and alteration of aircraft or articles on behalf of Delta Air Lines, Inc., or it's Repair Stations. The EQA Program Manager will provide oversight from a Continuing Analysis and Surveillance System (CASS) perspective to ensure approved Maintenance Providers are performing maintenance in accordance with Delta's Continuous Airworthiness Maintenance Program (CAMP) in support of Delta's Air Carrier Operation Specifications. This is accomplished through regularly scheduled onsite activity to audit and measure the level of compliance to numerous industry standards, applicable Federal Aviation Administration (FAA) Regulations, other National Aviation Authority (NAA) Regulations as applicable, and Technical Operations Policies and Procedures (TOPP).

Responsibilities:

  • The EQA Program Manager is responsible for performing audits/evaluations to meet the needs of Delta, it's customers and the Coordinating Agency for Supplier Evaluation (CASE) organization.
  • Evaluates Maintenance Providers' ability to return airworthy articles/aircraft to Delta Air Lines for repaired parts, appliances, engine and aircraft based on factual first person evaluation of data and other information gathered during the audit process.
  • Performs historical research as well as in-process audits at all levels of repair from airframe checks and modifications, to components and engines, intended to identify gaps and non-compliance and ensures corrective actions are effective and compliant.
  • Ensures all Delta specifications, FAA/NAA regulatory requirements, and safety regulations are followed.
  • This position interfaces with all levels of internal and external customers and maintenance providers, including executive / senior management, and representatives of the FAA.
  • Supports a strong team concept to meet a demanding schedule and supports leadership initiatives.

What you need to succeed (minimum qualifications)

  • Federal Aviation Administration (FAA) Airframe & Power Plant license is required.
  • Minimum 10 years of technical experience in aircraft, component and/or engine maintenance.
  • Must be able to obtain a passport and all visas as required.
  • Must be able and willing to travel to any location in support of Delta Air Lines as required by management based on the needs of the department. Up to 80% travel possible, which could include weekends and holidays.
  • Must be willing to attain CASE Level III authorization.
  • Must be able to communicate effectively with personnel at all levels, both written and verbal.
  • Must be able to work well under pressure, act in a timely manner and handle multiple competing priorities.
  • Must have the ability to improve quality, efficiency, and competitiveness of products and services.
  • Must be performing satisfactorily in current position.
  • Must be able and willing to be vaccinated as required to meet all International Travel requirements.
  • Consistently prioritizes safety and security of self, others, and personal data.
  • Embraces diverse people, thinking, and styles.
  • Possesses a high school diploma, GED, or high school equivalency.
  • Is at least 18 years of age and has authorization to work in the United States.

What will give you a competitive edge (preferred qualifications)

  • Undergraduate degree in a related field.
  • Supervisory experience.
  • Knowledge and proficiency with SAP, SCEPTRE, LMOS, Documentum, GEM/MIRS.
  • Candidates should have a thorough understanding of Delta's Continuous Airworthiness Maintenance Program (CAMP) and a working knowledge of all applicable Code of Federal Regulations, Orders and Notices.
  • Candidates should possess a working knowledge of SMS and experience with SRA, and Human Factors.
  • Strong analytical skills along with a strong technical background in Delta''s maintenance practices, organization, and procedures.
  • Candidates should be highly motivated, self-directed, proactive, and have the ability to work under pressure with time constraints while prioritizing multiple initiatives and tasks.
  • Candidates should possess strong and proven leadership experience and skills and the ability to provide an atmosphere in which personnel are self-motivated to perform.
  • Candidates should be able to develop both strategic and tactical plans that create a safety-conscious environment resulting in employee safety and well-being.
  • Quality/Control or Quality Assurance experience.
