PESB is located in Olympia, WA. This position is eligible to telework full-time with periodic in-person collaboration days and occasional travel for program and board meetings. Candidates must reside in Washington state.

Position overview

This position plays a key role in ensuring equitable, high-quality, consistent standards for educator preparation programs across Washington state through the management and co-leadership of the educator preparation program approval system, program support, and related projects. This position reports to the Director of Educator Preparation and is based in Olympia, Washington, and may be eligible for remote work within the state.

Key responsibilities

This position manages programs in educator preparation program approval and support. For these areas, this position will: Ensure the integration of diversity, inclusion, cultural responsiveness, and equity into policy and implementation, through functions, processes, and materials. Analyze and manage policy, practices, and statutory requirements related to diversity, inclusion, cultural responsiveness, and equity. Prepare agenda items and materials that inform and advise the Board. Provide outreach, respond to inquiries, and work with community members. Represent PESB's interests in work groups statewide and nationally.

Program approval

  • Manage approval process for educator preparation programs. Work with PESB staff to continuously develop and implement the educator preparation program approval process.

  • Provide support to potential educator preparation programs in program design and best practices.

  • Provide guidance and collaborate with PESB staff to implement internal program approval timelines, communicate with applicant programs, and track data related to program approval.

  • Develop, analyze, and implement rules, laws, policies, and practices impacting educator preparation program approval.

  • Collaborate with PESB staff to ensure strong alignment between program approval and program review processes.

  • Staff committees related to program standards, approval, and review to conduct outreach, as well as share PESBs program approval process and workforce development strategies.

  • Strategically collaborate to monitor the development of the educator preparation program approval

  • Develop materials and monitor the program approval process.

Program support

Support preparation programs in meeting curriculum-based requirements. This support includes developing new materials and disseminating existing materials, sharing examples of promising practices, responding to inquiries, and organizing and presenting at workshops, conferences, and meetings, as well as:

  • Supporting the development of and monitoring the maintenance of educator preparation program standards.

  • Leading and contributing to diverse community committees, meetings, and work groups.

  • Collaborating on, leading, and evaluating legislative initiatives related to program preparation.

  • Responding to and collaborating with preparation programs on issues from the field.

  • Supporting Education Staff Associate programs and educator policy initiatives.

  • Exploring emerging topical issues relating to pre-service educator credentialing and educator preparation.

  • Engaging in cross-agency collaboration.

  • Ongoing partnership with Tribes and Tribal agencies (e.g., OSPI, ONE, ESDs, Tribal education partners) to ensure consistent understanding and alignment of requirements related to Tribal sovereignty, history, culture, and governance in educator preparation.

Support preparation programs in meeting curriculum-based requirements and the PESB educator preparation program standards. This includes developing new materials, disseminating existing resources, sharing examples of promising practices, responding to inquiries, and organizing and presenting at workshops, conferences, and meetings, as well as other requirements as set by the legislature or the Board:

  • Social emotional learning (SEL) standards and benchmarks

  • Exhibit expertise in SEL standards and demonstrate their application and alignment with educator preparation program standards and requirements (WAC 181-78A-232).

  • Support ongoing alignment of SEL standards within current educator preparation programs.

  • Collaborate with a committee of preparation program and community partners to stay apprised of current trends and policy initiatives.

  • Support implementation of SEL in potential and new educator preparation programs

  • Respond to and initiate policy development related to SEL in Washington.

  • John McCoy (lulila) Since Time Immemorial (JMLSTI) curriculum

  • Demonstrate strong knowledge of JMLSTI and its alignment within educator preparation program standards and requirements (RCW 28A.320.170).

  • Analyze and support the alignment of educator preparation programs, as well as review and identify areas of misalignment or gaps in how preparation programs address JMLSTI and related requirements and communicate findings to support continuous improvement.

  • Stay informed on evolving policies, laws, and best practices related to Tribal education and educator preparation to ensure current and accurate guidance is provided.

  • Apply understanding of Tribal sovereignty, government-to-government relationships, and consultation expectations to inform program guidance, policy interpretation, and communication.

This position will also perform other duties as assigned by the Executive Director.

Required qualifications

  • Master's degree in education, Public Policy, or Public Administration (or a similar field) OR a bachelors degree in education, Public Policy, or Public Administration or in a relevant field and three years of experience in education, Public Policy, Public Administration.

  • Experience in educator preparation and knowledge of the certification continuum.

  • Experience with large and small group facilitation and project management.

  • Demonstrated ability to effectively address a range of public audiences, both formally and informally.

  • Experience with Google Docs, Slides, Sheets, and Drive.

  • Demonstrated ability to articulate ideas clearly and effectively in both written and oral form.

  • Demonstrated ability to work in team environments with tight timelines.

  • Demonstrated ability to develop and maintain positive relationships with diverse colleagues, local and national researchers, higher education faculty, and a variety of community members and organizations.

  • Experience with understanding and synthesizing data.

  • Willingness to travel statewide and nationally.

  • Must live in (or be willing to relocate to) Washington state and maintain residence in Washington.

Desired qualifications

  • Terminal degree in a relevant field (i.e., education, public policy, public administration, etc.).

  • Knowledge of legislative processes and navigating political environments with differing constituencies.

  • Experience advancing equity in education, including diversifying the educator workforce, culturally responsive education, or social justice in education.

  • Knowledge of national and state-level educational trends and policies related to educator preparation and licensure.

  • Knowledge of the regional education service districts (ESDs), community college system, and/or non-traditional providers of education.

  • Experience as faculty, staff, or an administrator in an educator preparation program.

  • Passion for the mission of PESB.

  • Familiarity with the PESB Program Standards.

Compensation

The annual compensation for the position is $70,000-$100,000 per year and depends upon experience, educational background, and qualifications. Washington state offers a generous benefit package including health, dental and life insurance, retirement, and an optional deferred compensation program. Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
