Program Manager - Data Governance

Andrew Morgan, LLC is a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone-certified organization. We are seeking a qualified Program Manager to support a potential contract award with a DOD Client. This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results for this opportunity.

RESPONSIBILITIES:

The Program Manager provides overall leadership and coordination for a complex; multi-objective DHA data governance initiative aligned with VAULTIS principles and the DoD Data Strategy. This role is responsible for integrating technical, governance, and stakeholder-driven workstreams into a cohesive delivery plan while ensuring compliance with federal requirements. The Program Manager serves as the primary point of coordination between DHA leadership and cross-functional delivery teams, balancing schedule, quality, and risk. Success in this role requires strong federal program execution experience and the ability to operate effectively in a highly visible, mission control environment. 

• Serve as the primary delivery lead and interface with DHA program leadership and COR
• Manage execution across all SOO objectives, ensuring schedule, quality, and compliance
• Coordinate cross-functional teams including architecture, data engineering, analytics, clinical, cloud, and AI resources
• Oversee development and delivery of required contract deliverables
• Lead monthly reporting, quarterly reviews, and post-award kickoff activities
• Proactively manage risks related to data access, dependencies, and stakeholder coordination

REQUIREMENTS: 

• Demonstrated experience managing large, multi-objective federal IT or data programs with multiple concurrent workstreams 
• Strong understanding of enterprise data governance concepts, metadata management, and data lifecycle processes
• Experience managing schedules, risks, and dependencies across technical and non-technical teams
• Proven ability to produce and brief executive-level deliverables, status reports, and decision papers
• Experience operating in compliance-driven environments (DoD, VA, DHA, or similar)
• Familiarity with Agile, hybrid, and waterfall delivery models
• Strong stakeholder management skills across government, contractor, and clinical communities
• Ability to obtain and maintain a favorable Tier 1 background investigation

Salary is commensurate with both location and experience.
