    Job Summary:

    The Program Manager (PM3) will lead and oversee the complete rewrite and modernization of a software application based on .NET technology. This role is responsible for ensuring the final product aligns with business, technical, and quality requirements by managing all phases of the project from initiation through implementation.

    Responsibilities:
    • Design comprehensive project plans identifying needs, tasks, and milestones based on scope, resources, budget, and personnel.
    • Apply project management methodologies to ensure collaboration, transparency, and effective feedback loops.
    • Develop, adjust, and revise estimates for planning, analysis, design, construction, testing, and implementation phases.
    • Manage risk and scope to monitor and control budget, timelines, and deliverables, particularly in high-risk modernization projects.
    • Maintain strong communication and alignment among sponsors, developers, operations, and end users regarding program metrics.
    • Utilize critical thinking and problem-solving skills to address technical debt, integration challenges, and unforeseen dependencies.

    Required Skills & Certifications:
    • Thorough knowledge of project management methodologies and best practices.
    • Experience in risk and scope management within software modernization projects.
    • Strong interpersonal and communication skills to engage multiple stakeholders.
    • Proven critical thinking and problem-solving abilities in technical environments.
    • Familiarity with .NET technology projects is essential.
    Preferred Skills & Certifications:
    • Project Management Professional (PMP) or equivalent certification.
    • Experience managing software application modernization or rewrite projects.
    • Knowledge of Agile or other iterative project management frameworks.
    Special Considerations:
    • Must be able to manage high-risk modernization scenarios with evolving technical challenges.
    • Strong emphasis on collaboration and transparency across diverse teams.
    Scheduling:
    • Regular shift from 8:00 AM to 5:00 PM EST.
    • Position duration is 11+ months with the possibility of extension.
