    Title: Program Manager

    Job Description:

    The Program Manager serves as the contractor's primary point of contact and provides technical, administrative, and contract management oversight supporting the USDA Forest Service Washington Office Fire and Aviation Management organization. The Program Manager is responsible for planning, coordinating, monitoring, and reporting all contract activities while ensuring delivery of high-quality products that comply with contract requirements, schedules, budgets, and applicable USFS standards. The Program Manager coordinates daily activities between Government leadership and contractor personnel while ensuring successful execution of all assigned tasks.

    Key Responsibilities:

    • Serve as the primary interface between the Contractor and the Government.
    • Coordinate execution of all contract requirements.
    • Monitor schedules, budgets, staffing, and deliverables.
    • Ensure contract compliance and quality assurance.
    • Support WO FAM leadership in planning and executing management initiatives.
    • Develop and maintain project schedules and work plans.
    • Monitor organizational performance supporting management priorities.
    • Coordinate execution of assigned tasks across contractor personnel.
    • Coordinate meetings, schedules, travel, and project activities.
    • Track action items and deliverables.
    • Maintain project documentation and administrative records.
    • Prepare recurring status reports for Government leadership.
    • Review all contractor work products for quality, accuracy, consistency, and compliance.
    • Ensure deliverables conform to USFS Manuals, Handbooks, Policies, and Guides.
    • Verify Section 508 compliance for all electronic deliverables.
    • Ensure timely completion of all assigned products.
    • Coordinate with Government Program Managers, COR, Deputy Director, and executive leadership.
    • Facilitate communication among contractor personnel, program officials, and interagency partners.
    • Resolve administrative issues affecting contract performance.
    • Support communication planning and implementation activities.
    • Track contract milestones and deliverables.
    • Identify risks affecting schedule, scope, or quality.
    • Recommend corrective actions when necessary.
    • Prepare performance reports for Government review.

    Experience Requirements:

    • Minimum five years of progressively responsible program or project management experience.
    • Minimum three years supporting the U.S. Forest Service or another federal agency.
    • Demonstrated experience managing federal contracts and coordinating multidisciplinary teams.
    • Experience supporting USDA or USFS Washington Office organizations.
    • Knowledge of federal acquisition regulations and contract administration.
    • Experience supporting wildland fire or emergency management programs.
    • Excellent organizational, written, and verbal communication skills.

    Education Requirements:

    • Bachelors degree in business or a related field.
    • Project Management Professional (PMP) certification or equivalent preferred.
