Job Title: Program Manager – Capital Projects (Manufacturing Facility)

Job Summary

Lead end-to-end delivery of a large-scale animal vaccine manufacturing facility, overseeing all phases from design through construction and commissioning. This role is responsible for managing capital project execution, ensuring alignment with scope, schedule, budget, quality, and regulatory requirements in a highly regulated environment.


Key Responsibilities

  • Lead full lifecycle delivery of design, construction, and commissioning for a large-scale manufacturing facility
  • Manage capital project budget, schedule, and resource allocation to ensure on-time, on-budget execution
  • Coordinate cross-functional teams including engineering, operations, quality, validation, and regulatory affairs
  • Serve as primary liaison with EPC firms, architects, contractors, and equipment suppliers
  • Establish project governance structures, reporting processes, and risk management frameworks
  • Ensure compliance with capital project lifecycle and FEL (Front-End Loading) methodology
  • Drive decision-making with executive-level stakeholders and leadership teams
  • Lead multi-disciplinary teams with both direct and indirect reporting relationships
  • Operate effectively in high-pressure, timeline-driven project environments
  • Maintain strong communication, organization, and problem-solving discipline

Required Qualifications

  • Proven experience managing large capital projects exceeding $100MM
  • Experience in pharma, biotech, biologics, or animal health manufacturing preferred
  • Strong knowledge of capital project lifecycle and FEL processes
  • Demonstrated ability to lead cross-functional, multi-departmental teams
  • Experience working with EPC firms, construction teams, and vendors
  • Strong executive presence with ability to influence senior stakeholders
  • Excellent communication, organizational, and analytical skills
  • Ability to perform in high-pressure, fast-paced environments
  • Bachelor’s degree in Engineering, Construction Management, or related field (preferred) 

Preferred Experience

  • Greenfield or brownfield facility build/expansion experience
  • Vaccine or biologics manufacturing exposure
  • PMP or equivalent project management certification
