Position Overview

The Program Manager plays an important role in supporting Harbor Care's mission by overseeing a residential rental assistance program serving individuals with disabilities in Antrim, New Hampshire. This position is responsible for property management, program oversight and supporting individuals in maintaining independence and dignity through stable housing, while helping create a safe, supportive, and person-centered environment for clients, staff, and community partners.

What You'll Do

Key Responsibilities

  • Provide day to day oversight of a HUD 811 PRAC housing program across two residential sites
  • Manage applicant intake, eligibility screening, and income verification
  • Oversee move-ins, annual recertifications, and program exits in compliance with HUD requirements
  • Conduct unit inspections and ensure property standards are maintained
  • Coordinate maintenance needs and support safe, well-functioning housing environments
  • Track rent collection and maintain accurate program documentation
  • Address tenant concerns, including conflict resolution and lease compliance
  • Ensure all records and resident information are handled with strict confidentiality
  • Build positive and professional relationships with clients, staff, and community partners
  • Maintain accurate and timely documentation, records, or reporting requirements
  • Support Harbor Care's philosophy of care, mission, and organizational values in day-to-day work

What We're Looking For

Required Qualifications

  • Associate's or Bachelor's degree in Business, Human Services, or related field
  • Knowledge of HUD Multi-family occupancy guidelines
  • Valid New Hampshire Driver's License with clean driving record
  • Ability to communicate effectively and work collaboratively with diverse populations

Preferred Qualifications

  • Familiarity with NSPIRE standards and HUD regulations
  • Experience managing housing programs, property operations, or similar environments
  • Ability to manage sensitive situations, including conflict resolution and crisis de-escalation
  • Experience working within nonprofit, healthcare, behavioral health, housing, human services, or community-based settings
