What You Will Do
The Prime Contract, Interface, and Policy Office (PCIP-DO) is looking to fill a Program Manager (PM) position to support the Triad EM/N3B Interface Management Office (IMO). The IMO serves as a liaison between Triad and DOE-EM's Los Alamos Legacy Cleanup Contract (LLCC), N3B-Los Alamos (N3B). The IMO is the primary point of contact for clarifying or changing authorized scope within the negotiated Service Agreements/Work Authorizations (SAWAs) and supporting LANL and N3B in securing Access and Operational Control to LANL areas in order to perform EM Mission activities.
The PM will be responsible for managing interfaces and integration of programmatic services between DOE Contractors for NNSA and EM mission success. This is performed through managing and directing scope, schedule and budget for SAWAs across 11 agreements for services provided between Triad and N3B organizations. Critical relationships are needed with Multiple ALDs and their divisions, N3B senior leadership, NNSA Assistant Managers and Contracting Officers. The PM will be responsible for establishing requirements/agreements where one Contractor requires access to another Contractor's area of operational control to perform their mission scope. The PM will be responsible for monitoring Plan of the Day meetings among other coordination meetings for project integration, will support work control processes, and will manage Access and Operational Control agreements. In addition, communicating change control, requirements, policies, procedures and interfaces is a daily requirement. The PM will be responsible for researching issues and working with service providers/requesters for resolution. The PM will work with General Counsel, Finance and supporting Management Systems.
What You Will Need
Minimum Job Requirements:
Program Management: Advanced level knowledge of and experience in program management and operational work at LANL, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule estimates and managing agreements to support change control and requirements. Demonstrated ability to establish priorities and make sound, effective decisions. Proven track record in developing and executing strategic vision to drive organizational success. Must have detailed knowledge and understanding of the EM LLCC mission scope in order to communicate and coordinate activities between the NA-LA and EM-LA Contractors.
Communication & Teamwork: Proven ability to foster teamwork and build consensus across organizational boundaries, including collaboration with LANL, NNSA, DOE-EM, and the DOE-EM Legacy Cleanup Contractor. Strong interpersonal and communication skills demonstrated through effective briefings, presentations, and written materials. Skilled in leading cross-functional teams to deliver complex solutions on time and within budget, while managing multiple projects. Strong problem-solving abilities, customer-focused approach, and professional, empathetic communication style are essential.
Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, and integration tools.
Collaboration: Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 12 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Demonstrated experience with work control requirements for medium and high hazard work as well as requirements for lower hazard work control.
- Demonstrated experience working with integrated review tools such as PAR and Excavation/Fill/Soil Disturbance (EXID).
- Demonstrated experience and knowledge of Triad's organizational structures and broad knowledge of functional processes.
- Demonstrated knowledge of the NA-LA and DOE-EM organizations.
- Experience and broad knowledge of Prime Contract Requirements.
- Demonstrated experience in developing and nurturing external and internal customer relationships and securing trust through those relationships.
- Demonstrated experience managing risk and risk identification.
Work Environment:
Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year or 2 years.

Additional Details
Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
