CLFC Healthcare and Communications is seeking an experienced Program Director to lead an outpatient substance use treatment program at a federal criminal justice supervision agency in Washington, DC. You will run a program where treatment outcomes directly determine whether individuals under community supervision achieve sustained recovery or cycle back through the justice system.
The program serves adults on probation, parole, and supervised release who have been court-ordered into outpatient substance use treatment or early intervention services. You will direct all clinical, administrative, and compliance functions across two DC locations, delivering ASAM Criteria Level 1.5 outpatient treatment and a Traffic and Alcohol Program (TAP).
The right candidate understands the risk-need-responsivity framework that shapes effective criminal justice treatment programming, knows how to build therapeutic rapport within a mandatory compliance structure, and can manage a multi-site clinical operation.
Key Responsibilities
Direct all operations across two Washington, DC treatment sites
Build and lead a clinical team capable of sustaining therapeutic engagement with a mandated population
Develop and implement evidence-based group treatment curricula using CBT, MI, and relapse prevention models
Drive measurable treatment outcomes: program completion rates, reduced positive drug screens, decreased non-compliance incidents
Meet or exceed all contract performance indicators
Oversee clinical documentation standards ensuring HIPAA, 42 C.F.R. Part 2, and DC DBH Chapter 63 compliance
Coordinate daily with federal Community Supervision Officers and the COR
Prepare and submit monthly and year-to-date activity reports
Develop and maintain a Quality Assurance Protocol
Implement staff development and retention strategies
Required Qualifications
Master's degree in social work, psychology, counseling, or closely related field
5+ years experience in administration and management of behavioral health services
Experience managing outpatient treatment programs serving substance use disorder populations
Working knowledge of ASAM Criteria
Competency in CBT, MI, relapse prevention, contingency management
Experience with federal or government contract compliance
Strongly Preferred
Current LICSW, LCPC, or LMFT licensure in the District of Columbia
Direct experience with criminal justice populations
Understanding of risk-need-responsivity (RNR) framework
Knowledge of 42 C.F.R. Part 2 confidentiality requirements
Bilingual capability (English/Spanish)

Annual salary: $135,000 - $155,000
