The Johnson-O'Malley (JOM) Program Coordinator manages the daily operations of the JOM program for Gallup-McKinley County Schools, 25 U.S.C. 5342-5347, 25 C.F.R. Part 273. This position plans, coordinates, and oversees program activities to ensure they follow federal, tribal, and school district requirements. The coordinator serves as the key liaison and communication link between the school district, the Indian Education Committee (IEC; (HEHSCO-26-19)), the Navajo Nation Department of Dine Education (DODE), and the Bureau of Indian Education (BIE). The role also ensures that JOM funding is used properly to provide supplemental educational services that support the unique educational needs of eligible American Indian and Alaska Native students in accordance with the approved BIE-approved JOM Education Plan.

Supervision Received and Exercised:

Receives direction from the Director of Cultural Education and Assistant Superintendent.

Exercises direct supervision over professional, technical, and clerical staff.

ESSENTIAL FUNCTION STATEMENTS

Essential responsibilities and duties may include, but are not limited to the following:

  • Manage the daily operations of the JOM program.
  • Serve as contact between the school district and the Navajo Nation Department of Dine Education (DODE).
  • Ensure the program follows federal, tribal, and district requirements, 25 C.F.R. Part 273, BIE JOM program guidelines, and Navajo Nation IEC Policy.
  • Maintain accurate student, program, and financial records.
  • Collect and manage student eligibility documents, including Certificates of Indian Blood (CIBs) and JOM forms IEC meeting minutes, and financial records in accordance with federal records retention requirements.
  • Prepare and submit required reports on time, including the Annual Student Count report and program performance reports.
  • Facilitate the establishment and election of the Indian Education Committee in compliance with 25 C.F.R. 273.115 and the Navajo Nation IEC Policy.
  • Establish adoption of IEC bylaws.
  • Provide orientation and training the Indian Education Committee (IEC) by scheduling meetings and preparing agendas, public notice requirements, and quorum tracking.
  • Record and maintain meeting minutes and committee records.
  • Assist the IEC with decision-making activities and elections in accordance with IEC bylaws and Navajo Nation policy.
  • Communicate with families, community organizations, and Navajo Nation Chapters.
  • Conduct community outreach and gather information on student educational needs.
  • Coordinate tribal and community meetings related to the JOM program.
  • Attend JOM trainings, meetings, and workshops.
  • Help develop and update the JOM Education Plan pursuant to 25 C.F.R. 273.13.
  • Prepare and submit the annual JOM grant application, including the student count, budget narrative, and program objectives.
  • Lead the development of the JOM Education Plan in collaboration with the IEC, school administrators, and community stakeholders.
  • Develop and monitor the JOM program budget.
  • Oversee the student eligibility certification process.
  • Work with school principals and counselors to provide services to eligible students.
  • Maintain student data and track academic progress.
  • Evaluate program effectiveness and support continuous improvement.
  • Develop and manage the JOM program budget in coordination with the district's Business Office.
  • Oversee the annual JOM Student Eligibility Certification process, including collection, verification, and secure storage of eligibility documentation consistent with FERPA.
  • Coordinate with school principals and counselors to connect eligible students to JOM-funded supplemental services.
  • Maintain disaggregated data on JOM-eligible student academic outcomes for program evaluation purposes.

Knowledge of:

  • Knowledge of the Johnson-O'Malley (JOM) Act (25 U.S.C. 5342-5347) and implementing regulations at 25 C.F.R. Part 273.
  • Knowledge of the Navajo Nation governance structures, the Department of Dine Education (DODE), Chapter governance, and Navajo cultural protocols and values (Hozho, K'e, Sa'ah Naaghai Bik'eh Hozhoon).
  • Knowledge of the Navajo Nation government, education programs, community chapters, and cultural values.
  • Knowledge of grant management, including applications, budgeting, reporting, program monitoring and annual closeout.
  • Strong organizational and time management skills.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office programs, including Word, Excel, and Outlook.

Ability to:

  • Ability to speak or learn the Navajo (Dine) language is preferred.
  • Ability to use grant management and data tracking systems.
  • Ability to plan and lead community meetings and presentations.
  • Ability to gather information and assess community and student needs.
  • Ability to work effectively with students, families, community members, tribal leaders, and school staff.
  • Ability to build positive relationships with diverse groups and stakeholders.
  • Strong attention to detail and ability to maintain accurate records.

Licensing & Clearance:

  • Valid driver's license and ability to travel within the Navajo Nation and to state or federal agency offices as required.
  • Must successfully complete a federal background investigation as required by the BIE and a Navajo Nation background check prior to hire.
  • Must be eligible to do business with the Navajo Nation pursuant to 12 N.N.C. 1501 and 5 N.N.C. 301 and must execute the Navajo Nation Certification Regarding Debarment, Suspension, and Contracting Eligibility (NNDOJ/TFU form) prior to execution of subcontract activities.

Minimum Qualifications:

Education:

  • Bachelor's degree in education, Social Work, Public Administration, Native American Studies, or a closely related field required.

Experience:

  • Minimum of three (3) years of professional experience in federal grants management, Indian education, tribal programs, or a combination thereof.

Preferred Qualifications

  • Master's degree preferred.
  • Possession of, or ability to qualify for and obtain, a New Mexico PED Administrative License is preferred.
  • Two or more years of experience as a school site administrator, grant writer or coordinator.
  • Demonstrated experience working with American Indian and Alaska Native student populations, preferably Navajo/Dine students.
  • Experience with federal program compliance, reporting, and auditing requirements.

Physical Requirements: Ability to perform the job and access the environment for which you are hired. This position requires occasional travel to Navajo Nation Chapter communities, school sites, DODE offices in Window Rock, AZ, and BIE regional offices. Some evening and weekend work may be required to accommodate community meeting schedules. The following may be required: Sitting, standing, lifting, moving about the room or school, carrying (up to 20 pounds), reaching, squatting, kneeling, prolonged typing, physical ability to type on a keyboard terminal, and moving light furniture.

Equipment/Technology Handled: Must know how to properly operate or be willing to learn to operate all multimedia equipment including current technology and Human Resources information systems.

Work Environment: On-Site attendance is mandatory for this position. Must be able to work with various degrees of noise, temperature, and air quality. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignment without direct supervision. After-hour work may be required.
