Job Description

WHAT YOU WILL BE DOING:

This position works directly with community-based subgrantees to ensure all state and federal regulations are being followed, offering technical assistance on their grants administration practices, and ensuring grant compliance by conducting site visits, desk reviews, and everyday correspondence.

This position also manages federal grants, submitting reports and applications and ensure the Council on Domestic Violence and Sexual Assault, (CDVSA) is in compliance with award conditions as the State Administrative Agency of such grants. Additionally, this position works as part of a team for organizing and orchestrating statewide trainings and conferences, as well as developing educational tools and materials for use in disseminating information to subgrantees on best practices and processes of grant administration.

CDVSAs purpose is to empower Alaska communities to create a future free of domestic and sexual violence. Additionally, CDVSA has built a comprehensive, interconnected system of services accessible to all Alaskans that promotes safety and decreases domestic and sexual violence, working toward an Alaska free of domestic and sexual violence.

The mission of the Council on Domestic Violence and Sexual Assault, located within the Department of Public Safety, is to promote the prevention of domestic violence and sexual assault through a statewide system of support, safety, intervention, education, and accountability and healing for those who cause harm.

CDVSA is a small, dynamic team of eleven (11) staff plus an 11-member board of directors. The staff works both as a team, as well as independently to guarantee coordinated and collective outcomes. The CDVSA team provides funding, support, training, and technical assistance to 26 community-based non-profit agencies all working to end domestic, sexual, and other violence in Alaska. Because Alaska ranks number one in intimate partner and interpersonal violence across the country, the work CDVSA does is critically important to improving the health, well-being, safety, and growth of all Alaskans.

This position is a flexibly staffed position which provides the opportunity for a PC1 to promote to a higher level PC2 position upon successful completion and certification of our required training objectives and meeting the minimum qualifications for the PC2 position

THE WORKING CONDITIONS YOU CAN EXPECT:

CDVSA is located in beautiful downtown Juneau, Alaska, with easy access to restaurants, shopping, a grocery store, and the waterfront boardwalk. CDVSA is located in the Community Building, a secure building at the intersection of Third and Main Street. The offices are open and welcoming, with space for team interactions, as well as individual space for independent work. The work environment is friendly, supportive, team-oriented, and focused on accomplishing the important work of CDVSA.

Work schedules are flexible as long as they fall within the State of Alaska business hours. Additionally, CDVSA provides the opportunity, depending on the needs of the office, and the suitability of position and staff, for team members to request a hybrid work schedule combining in-office and up to 2-days of telework per week.

Weekly staff meetings are held to promote communication, collaboration, and camaraderie, as well as to coordinate staff activities and share vital information.

WHAT WE ARE LOOKING FOR:

CDVSA is looking for applicants who are self-motivated, critical thinkers, and inquisitive about their work. This position will require expertise in the dynamics and understanding of intimate and interpersonal violence. Competencies are needed in the following functional areas:

Minimum Qualifications:

Any combination of education and/or experience that provides the applicant with competencies in

  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with State and federal laws, regulations, and guidance.
  • Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  • Program Oversight: Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
  • Education and Training: Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.

FLEXIBLY STAFFED - Combined posting (I/II)

This position is flexibly staffed. This vacancy may be filled at either the 1 or 2 level, depending on the applicants training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at level 1, promotion to level 2 will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.

SPECIAL NOTE:

  • This position will be required to use the CDVSA Grants Management financial system (Grant Vantage). This position will be required to complete the online federal DOJ Financial Grants Management training to become proficient in the federal financial policies, procedures, and practices necessary to manage CDVSAs federal formula grant awards.

This position will require in-state travel to monitor and manage subgrantee compliance with state/federal policies and procedures and may have opportunities for out-of-state travel for applicable training and national conferences related to best practices for programs, policies, and practices focused on the theories and principles of domestic and sexual violence

BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check. Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.
