Description
We are seeking a highly skilled Principal Program Analyst to support programmatic efforts, scheduling, Integrated Master Schedule (IMS) development, hardware procurement tracking, and customer engagement for U.S. Air Force programs, including JTRS Tactical Equipment Package (JTEP), Pocket J, Link 16 Alaska and 609 ACOMS JRE Support. This role requires detailed expertise in program analysis, scheduling, hardware procurement planning, and coordination with U.S. Air Force stakeholders.
The Principal Program Analyst will play a critical role in facilitating program execution by ensuring deliverables align with contract compliance requirements, managing production and fielding schedules, and overseeing hardware acquisition. The role will also provide critical support in the development of winning proposals to secure additional work. The position involves routine collaboration with program managers, functional leads, and stakeholders to optimize program execution and meet operational objectives.
Role is located in San Diego, CA, must be local to area.
JOB DUTIES:
- Program Support for U.S. Air Force Contracts:
- Provide programmatic support and analysis for U.S. Air Force programs, including operational requirements for JTEP, Pocket J, Link 16 Alaska and 609 ACOMS JRE Support.
- Collaborate with program managers to ensure alignment with program deliverables and achieve contractual milestones.
- Coordinate production efforts, fielding schedules, and hardware acquisition to facilitate on-time delivery and deployment of critical equipment to meet U.S. Air Force requirements.
- Ensure program activities are conducted in alignment with contract compliance and customer needs.
- Integrated Master Schedule (IMS) Development and Scheduling:
- Develop, manage, and maintain the program IMS to track production timelines, hardware purchase tracking, delivery schedules, and fielding milestones.
- Identify critical paths, interdependencies, and potential risks affecting schedule performance, and implement mitigations as needed.
- Work collaboratively with engineering and logistics teams to ensure production schedules accommodate and address contractual obligations.
- Hardware Procurement Tracking:
- Create and manage tracking systems to monitor hardware procurement and purchasing activities.
- Collaborate with procurement teams to ensure timely acquisition and delivery of critical equipment.
- Identify and address risks related to hardware acquisition delays, supplier performance issues, and potential cost variations.
- Work with logistics and supply chain teams to ensure timely allocation and availability of hardware for fielding phases.
- Stakeholder Engagement with Government and Prime Contractors:
- Serve as the project's primary point of contact for discussions with U.S. Air Force stakeholders regarding program timelines, performance, deliverables, and reporting.
- Manage customer relationships during program execution, ensuring alignment with their expectations and mission objectives.
- Assist the PM in meetings with government officials and prime contractors to address project progress, challenges, and risks.
- Monthly Status Reporting:
- Prepare and present monthly status reports summarizing program performance, risks, scheduling and procurement updates, and milestone achievements.
- Identify potential challenges in program schedules, hardware procurement, and fielding, and provide actionable recommendations for resolution to leadership and stakeholders.
- In-Progress Reviews (IPRs):
- Assist in the preparation of IPRs, developing briefing materials to highlight contract performance, IMS status, procurement progress, and associated risks.
- Provide concise program updates and insights to the PM and address questions or concerns during these sessions to ensure project alignment.
- Proposal Support and Development:
- Support proposal development efforts, including compliance with customer requirements (e.g., FAR/DFARS regulations).
- Collaborate with cross-functional teams (engineering, logistics, contracts) to define accurate proposal inputs, including labor, materials, subcontractor support, and hardware procurement costs.
- Prepare key proposal artifacts, such as the Basis of Estimate (BOE), Work Breakdown Structures (WBS), and detailed narratives to facilitate competitive and compliant proposals.
- Risk and Compliance Management:
- Assess program risks related to schedules, resources, hardware procurement, and fielding activities across U.S. Air Force contracts.
- Ensure program and proposal activities align with federal regulations, including FAR, DFARS, and ITAR compliance, as well as contract-specific terms and conditions.
Qualifications
REQUIREMENTS:
- Bachelors in Business Administration, Program Management, or related discipline and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
- Must be a U.S. Citizen
- Must be able to obtain a Secret Clearance after start
- 3+ years of experience in support for government contracts.
- Demonstrated knowledge of U.S. Air Force programs such as JTEP, tactical communication systems (e.g., Link 16), and related efforts.
- Knowledge in developing and managing IMS for production and fielding efforts, ensuring projects adhere to contractual schedules.
- Thorough understanding of project oversight, hardware procurement tracking, and ensuring compliance with government requirements.
- Proven experience liaising with government stakeholders, contractors, and partners, particularly in procurement and programmatic efforts.
- Knowledge of Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), and ITAR compliance.
- Proficiency in tools like, Microsoft Project, and other scheduling and project management software systems.
DESIRED SKILLS:
- PMP or CFCM certification.
- Experience supporting large-scale contracts exceeding $30M.
- Knowledge of tactical communication technologies (e.g., tactical data links like Link 16, Pocket J products).
- Advanced knowledge of government contract vehicles.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
