This position is a temporary detail assignment and may not exceed 120 days. It is intended to provide short-term support and developmental experience. Selection for this detail does not confer competitive status, promotion potential, or permanent placement. Primary Duties:

  • Integrates clinical and information processes to improve healthcare quality, efficiency, and technology adoption across the facility.
  • Leads informatics program activities, including project planning, workflow assessments, stakeholder coordination, and rollout of new clinical software and tools.
  • Collaborates with clinical staff, IT, OIT, and leadership to optimize electronic health record (EHR) use, troubleshoot issues, and ensure systems meet operational needs.
  • Manages data and content by evaluating information quality, eliminating redundancies, and developing reports and data tools for decision support.
  • Applies statistical, analytical, and data-visualization methods to transform data into actionable insights that support patient care operations.
  • Supports EHR system optimization by evaluating workflows, identifying issues, recommending improvements, and configuring system functions where authorized.
  • Conducts workflow analysis to evaluate current operational processes ("as-is") and develop improved future-state processes.
  • Leads requirements management activities, including gathering user needs, conducting market research, evaluating software products, and assessing implementation outcomes.
  • Provides staff training and change-management support to ensure successful adoption of new technologies, standardized workflows, and clinical software updates.
  • Develops educational resources, facilitates training sessions, and supports ongoing end-user learning on informatics tools and systems.
  • Participates in process improvement, system redesign, and multidisciplinary teams to enhance healthcare delivery and information management practices.
  • Serves as a liaison among end users, clinical leaders, IT, vendors, and national program offices to support optimization, problem resolution, and system enhancements.
  • Supports testing, evaluation, and troubleshooting of clinical and business software, ensuring patient safety, regulatory compliance, and system reliability.
  • Performs additional duties related to improving data systems, workflow efficiency, and patient care technology integration.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.   • Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of Specialized Experience:

  • Provides expert data analytics support for facility operations by managing Tier Huddle dashboards, tracking key performance metrics, and transforming data for analysis using multiple VA systems. Collaborates with stakeholders to select data sources, improve data quality, and make recommendations for data collection and integration. Serves as the subject matter expert for clinical software and electronic health records, offering training, guidance, and troubleshooting to staff and leadership. Leads process improvement initiatives, supports system redesign efforts, and develops instructional materials to enhance end-user adoption. Applies analytical methods to evaluate program effectiveness and participates in facility, VISN, and national projects involving information systems and workflow optimization.

The West Palm Beach VA Medical Center opened in 1995 and is a general medical and surgical facility, providing a full range of patient care services, as well as comprehensive medical education and residency programs and limited research. All-inclusive health care is provided through primary care, emergency care and long-term care in the areas of medicine, surgery, mental health, physical medicine and rehabilitation, radiology, telemedicine, dentistry, hemodialysis, comprehensive Cancer Center and geriatrics and extended care including hospice and palliative care. The medical center provides health services to Veterans throughout South Florida and the Treasure Coast at its main facility in West Palm Beach and six contractor-operated community-based outpatient clinics in Boca Raton, Delray Beach, Fort Pierce, Okeechobee, Stuart and Vero Beach. The facility also operates a 108-bed Community Living Center and 13-bed Blind Rehabilitation Service, which is the referral center for blind and visually impaired Veterans throughout the state of Florida. A Post-Combat Trauma (PCT) Clinic with adjacent expanded services is located in Port St. Lucie.
