Program Analyst (Fin Sys & Change Mgmt)

Serves as a Program Analyst responsible for guiding the organization through financial system transitions and modernization efforts by leading change management activities including communication, training, user readiness, adoption, and documentation. Supports financial system upgrades, process improvements, and implementation of new technologies to ensure minimal operational disruption and successful integration of new processes, systems, and structures across the enterprise. Facilitates communication and stakeholder engagement related to organizational and system changes ensuring information is effectively conveyed and cascaded across functional areas while promoting understanding, alignment, and adoption of changes.

Plans, develops, and executes change management strategies to support financial system transitions, process improvements, and modernization efforts.

  • Facilitates cross-functional communication and stakeholder engagement to ensure awareness, understanding, and alignment related to system and organizational changes.
  • Develops and disseminates communications that clearly convey the purpose, impact, and benefits of financial system and process changes across teams and the broader organization.
  • Establishes and maintains collaborative relationships with stakeholders, functional partners, and end users to support adoption and implementation efforts.
  • Promotes understanding of financial systems, processes, and enhancements to support effective utilization and adoption.
  • Serves as a liaison between business units, end users, and system stakeholders to ensure alignment of requirements, priorities, and expectations.
  • Participates in product backlog and release management activities representing business needs and operational priorities.
  • Manages and prioritizes a backlog of system enhancements and process improvements by translating business requirements into actionable items and incorporating stakeholder and user feedback.
  • Incorporates feedback from users and stakeholders to guide system enhancements, prioritization, and continuous improvement efforts.
  • Plans, coordinates, and executes user acceptance testing (UAT) activities for system upgrades, enhancements, and new functionality.
  • Develops test cases, manages testing execution, and validates system performance against business requirements.
  • Leads and supports business user acceptance testing of new features and enhancements ensuring alignment with operational needs.
  • Supports UAT preparation, coordination, and documentation to ensure readiness for system releases and enhancements.
  • Assists in the review, testing, and implementation of financial system upgrades, patches, and enhancements in coordination with release management and application administrators.
  • Develops and delivers training materials, job aids, and user documentation to support system implementation and long-term adoption.
  • Facilitates user readiness activities to prepare end users for system and process changes.
  • Provides ongoing support to end users by assisting with issue identification, documenting system-related problems, and coordinating resolution with appropriate support teams.
  • Promotes adoption of new system functionality through structured engagement, communication, and support strategies.
  • Acts as a change advocate by supporting users through system and process transitions and reinforcing adoption efforts.
  • Develops and communicates planning objectives, strategies, and timelines related to financial system changes and implementation efforts.
  • Analyzes business processes, system usage, and organizational trends to identify risks, gaps, and opportunities for improvement.
  • Monitors adoption and performance of system changes and recommends enhancements to improve efficiency, effectiveness, and user experience.
  • Utilizes Microsoft Excel and related analytical tools to develop, analyze, and maintain spreadsheets, reports, and data sets in support of business analytics, system evaluation, and decision-making processes.
  • Performs other duties as assigned.

Qualified candidates must be U.S. Citizens.

General Experience: Three (3) years of general experience with administrative, analytical, technical, operational, financial, or program management experience demonstrating the ability to analyze business operations, coordinate projects, communicate effectively with stakeholders, and support organizational initiatives involving systems, processes, or change management.

Or substitution of education for experience: One year of related academic study above the high school level may be substituted for nine (9) months of experience, up to a maximum of a four-year bachelor's degree in Business Administration, Public Administration, Finance, Accounting, Communications, Organizational Development, Information Systems, Human Resources, Management, or a related field for three (3) years of general experience.

Specialized Experience: Four (4) years of progressively responsible experience in the following:

  • Supporting organizational change management, business transformation, and system implementation initiatives through stakeholder engagement, communication planning, user adoption activities, and facilitation of meetings, workshops, and training sessions.
  • Gathering, documenting, and translating business requirements while analyzing business processes, system usage, and operational data to identify opportunities for process improvements and system enhancements.
  • Managing or supporting product backlogs, enhancement requests, project deliverables, and continuous improvement initiatives.
  • Collaborating with business users, leadership, technical teams, and vendors to support system implementations, operational improvements, and business objectives.
  • Supporting user acceptance testing (UAT), test planning, test execution, issue tracking, and validation of business requirements.
  • Developing training materials, user guides, job aids, communication products, implementation documentation, and readiness resources to support successful adoption.
