Procurement Specialist PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Procurement Specialist to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located in our Toledo Refinery in Oregon OH. The Procurement Specialist is responsible for executing procurement activities for materials and services while applying strong analytical, commercial, and negotiation expertise to deliver measurable value to the business. This role independently manages assigned spend categories and supplier relationships, supports sourcing and contract execution, and leverages data analytics to identify cost reduction, cost avoidance, and continuous improvement opportunities. The role partners closely with Maintenance, Turnaround, Capital, Finance, and Legal to ensure compliant, efficient, and value-driven procurement outcomes. PRINCIPLE RESPONSIBILITIES: Serve as a liaison between Maintenance, Turnaround, Capital, Purchasing and Legal. Prepare contract and procurement legal instruments, including negotiation of commercial requirements and terms and conditions, obtaining delegation of authority approvals, and ensuring execution of contractual documents. Responsible for all purchases made by the organization. Evaluate and approve suppliers and authorizes purchases to determine the most desirable costs. Issue Purchase Orders in a timely and accurate manner in accordance with company policies and procurement procedures. Provide diligent follow-up on open orders, expediting items as required to meet operational schedules. Review service agreements and ensure service Purchase Orders are issued accordingly Ensure proper application of terms and conditions aligned to scope of work and risk profile. Negotiate pricing, commercial terms and conditions of agreements to reduce overall Total Cost of Ownership Sources and carries out new supplier qualification activities including ERP system setups Manage supplier relationships to ensure compliance with contractual, commercial, and performance requirements. Utilize SAP and reporting tools to extract, analyze, and improve procurement data quality and accuracy. Coordinates with the Finance & Accounting Department on closing of Purchase Orders, adjusting material groups, adding new suppliers, etc. Analyze spend data, pricing trends, contract utilization, and supplier performance to support decision-making. Primary contact between company and outside material and/or labor providers. Partner with Finance to validate savings, accruals, and budget alignment. Document any supplier non-compliances and issue notices of such to all involved parties. Facilitate problem resolution between supplier and business unit on issues such as damaged material, warranty repairs, expediting material to meet schedule, etc. Ensure compliance with all procurement practices for the purchases of material, which include bidding thresholds, bid waivers, approvals and other documentation required. Understand and apply the applicable terms and conditions to the purchase order for the requested Scope of Work. Serve as the Maintenance and Turnaround material/service buyer, which may include a varied work schedule as dictated by each Turnaround. Provide diligent follow-up on open items and communicate regularly with all involved in the material status. Identifies saving opportunities for the Company through bidding, negotiation, and cost avoidances. JOB QUALIFICATIONS: Bachelor’s degree in supply chain management, materials management, finance, accounting or business preferred or equivalent work experience in lieu of degree 4+ years’ experience in materials or purchasing or related discipline required, preferably in a refinery or chemical plant environment. Strong communication and negotiation skills- written, verbal, and ability to work with cross-functional teams Ability to communicate clearly at all levels of the organization as well as with suppliers Must be a team player and customer focused Demonstrates the ability to understand issues, develop plans, and set metrics to measure progress toward goals Excellent interpersonal, written and verbal communication skills and has the ability to build strong relationships Attention to detail with the ability to multitask and prioritize Able to handle day-to-day tactical concerns, while staying on course with long term strategic targets Strong negotiation skills and experience Strong decision-making, analytical, and problem-solving skills Understands Supply Chain Management Experience working in SAP as a buyer This position is on site 5 days a week. The facility is strategically positioned on the Gulf Coast with strong logistics connectivity that offers flexible raw material sourcing and product distribution opportunities, including the potential to export products.  Our East Coast refineries, at Delaware City and Paulsboro, have a combined refining capacity of 370,000 bpd and Nelson Complexity Indices of 11.3 and 13.2, respectively. These high-conversion refineries process primarily medium and heavy, sour crudes and have historically received the bulk of their feedstock via ships and barges on the Delaware River but have the capability to receive crude shipments via rail into crude rail unloading facilities at our Delaware City refinery. Our Midcontinent refinery, at Toledo, processes light, sweet crude, has a throughput capacity of 170,000 bpd and a Nelson Complexity Index of 9.2. The majority of Toledo’s WTI-based crude is delivered via pipelines that originate in both Canada and the United States. Since our acquisition of Toledo in 2011, we have added additional truck and rail crude unloading capabilities that provide feedstock sourcing flexibility for the refinery and enables Toledo to run a more cost-advantaged crude slate.
