The Acquisition Services Management Division (ASM) is seeking a highly motivated Procurement Specialist 2/3 for the ASM Mission Operations (ASM-MO) Group to support important national security missions at LANL. Our primary core functions support all LANL procurement activities and include groups dedicated to defense protection, information technology, facilities, and business operations.

The Procurement Specialist 2 will report to the ASM-MO Group Leader and will have the responsibility, authority, and accountability to execute work that supports program milestones and deliverables while setting the standards for professional behavior and operational effectiveness.

The Procurement Specialist 2 is an experienced professional typically possessing a full understanding of one or more specialized areas of simplified acquisition procurements (e.g., specialized materials, equipment, services, construction, etc.), plus a working knowledge of larger, more complex negotiated procurements and other fields related to procurement (e.g., project management, finance, quality, property, etc.). The Procurement Specialist 2 is responsible for implementing compliant solicitation, award, administration, and closeout actions for simplified to complex acquisitions within established policies and procedures.

The Procurement Specialist 3 is a highly seasoned, experienced career professional and decision maker with wide-ranging negotiated procurement experience across two or more areas of specialization who uses professional concepts and LANL objectives to anticipate and resolve complex issues in creative and effective ways. The Procurement Specialist 3 is responsible for implementing compliant solicitation, award, administration, and closeout actions for large, moderately to highly complex acquisition requirements within established policies and procedures.

Key Responsibilities include but are not limited to:

Procurement Specialist 2 $80,400 - $127,900

  • Provide functional and operational guidance to assigned procurement support staff and/or Level 1 employees.
  • Review and analyze subcontract requirements, special provisions, terms, and conditions to ensure compliance with laws, regulations, and LANL procurement policies; communicate findings to stakeholders.
  • Perform routine fixed price and cost reimbursable subcontract formation and administration, including soliciting bids, conducting negotiations, and managing awards for specialized materials, equipment, and services.
  • Collaborate with Legal Counsel to address and resolve subcontract issues or disputes.


Procurement Specialist 3 $96,600 - $158,000

In addition to what was outlined at the Procurement Specialist 2 level, you will do the following:

  • Provide advanced contractual expertise in subcontract implementation, execution, and administration.
  • Develop subcontract strategy and lead the implementation of strategic subcontracting opportunities.
  • Analyze significant, unique, or complex subcontract requirements, special provisions, terms, and conditions to ensure compliance with laws, regulations, and LANL procurement policies; communicate results to stakeholders.
  • Lead formation and administration of complex and mission critical fixed price and cost reimbursable subcontracts, including solicitation development, negotiations, and lifecycle management for specialized materials, equipment, and services.
  • Collaborate with Legal Counsel to prevent and resolve subcontract issues and disputes.


What You Need to Know

Minimum Job Requirements:

Leadership

  • Demonstrated experience participating in integrated project teams (IPTs) across the subcontract lifecycle.
  • Experience assisting team members through explaining requirements, supporting collaboration, and contributing to an inclusive work environment.


Knowledge and Expertise

  • Experience managing Forms, awards, and administers routine subcontracts up to 10M for materials, equipment, and services.
  • Demonstrated knowledge of contracting concepts, UCC, public acquisition regulations, international contract law, and the Small Business Act/Public Law 95 507.
  • Proven ability supporting the development of acquisition documentation such as plans, statements of work, and evaluation factors.


Accountability

  • Handles confidential, proprietary, and classified information appropriately.
  • Exercises procurement/signature authority up to 250K.


Communication

  • Collaborates within IPTs to provide procurement input for project planning and subcontract compliance.
  • Demonstrates effective verbal and written communication with stakeholders, suppliers, and subcontractors.


Additional Job Requirement for Procurement Specialist 3

Leadership

  • Experience leading IPTs through all phases of complex subcontract acquisitions.
  • Proven ability mentoring and developing lower-level procurement specialists while fostering a collaborative and inclusive work environment.


Knowledge and Expertise

  • Demonstrated experience managing formations, awards, and administration of large, complex subcontracts over 10M that required advanced judgment and creative solutions.
  • Demonstrated expert level knowledge applying contracting concepts, UCC, public acquisition regulations, international contract law, and the Small Business Act/Public Law 95 507.
  • Working knowledge developing strategic acquisition documentation, including incentive plans and negotiation strategies.


Accountability

  • Proven ability exercising procurement/signature authority of at least 1M.


Communication

  • Provides high level procurement expertise for overall acquisition strategy and subcontract oversight within IPTs.


Education/Experience for Procurement Specialist 2: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 3 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience for Procurement Specialist 3: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 6 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation

Desired Qualifications:

  • Current or recent experience as a subcontracts administrator/manager directly supporting a federal prime contract or a warranted government contracting officer or contract specialist.
  • Current or recent acquisition and procurement experience supporting facilities, operations, and defense programs.
  • Completion of an accredited acquisition, procurement, or purchasing certification program, such as those offered by:
  • National Contact Management Association (NCMA).
  • Institute for Supply Chain Management (ISM).
  • Chartered Institute for Procurement & Supply (CIPS).
  • Active DOE "Q" clearance.
  • Experience working with SAP Ariba.

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
