Procurement Manager
SALARY RANGE $85,000.00 - $100,000.00

Job Functions:
- Develop, implement, and manage procurement procedures and practices that support the efficient acquisition of goods, materials, equipment, and services for the City.
- Establish and maintain regular communication with City departments to understand purchasing needs, operational requirements, and upcoming projects.
- Work closely with department staff to gather specifications, define procurement strategies, and ensure purchasing activity aligns with City policy and applicable laws.
- Coordinate with designated personnel on all contractual obligations, including reviewing scopes of work, timelines, and vendor performance expectations.
- Obtain and compare quotes, bids, proposals, and contract terms needed to fulfill procurement requirements.
- Negotiate pricing, delivery, service levels, and other contract terms to achieve best value for the City.
- Serve as the primary liaison between City departments and vendors to communicate updates, resolve issues, and monitor order progress and delivery.
- Evaluate vendor contracts, analyze cost trends, and compare pricing to industry benchmarks and best practices.
- Respond to internal and external inquiries regarding purchasing activity, procurement policy, or contract documentation.
- Maintain strong relationships with internal departments, suppliers, and external stakeholders.
- Maintain accurate procurement records, databases, and reporting consistent with City policy and audit standards.
- Assist with grant-related purchasing requirements when applicable (e.g., state and federal procurement standards).
- Perform any other duties as assigned.
Skills and Qualifications:
- Bachelor's degree required; or a combination of education, experience, or related work equivalent knowledge.
- Three to five years of experience in procurement, purchasing, budgeting, or contract administration is preferred.
- Strong negotiation, analytical, and problem-solving skills.
- Ability to interpret purchasing policies, procedures, and applicable laws or regulations, or the ability to learn them quickly.
- Strong computer skills, including Microsoft Office (Word, Excel), and the ability to learn specialized procurement or financial software.
- Excellent organizational skills and attention to detail.
- Ability to work independently with minimal supervision and manage multiple priorities simultaneously.
- Strong written and verbal communication skills, including the ability to prepare clear and concise reports, correspondence, and contract documentation.
- Professionalism, sound judgment, and the ability to maintain effective relationships with staff, vendors, and stakeholders.
Certification Requirements:
The ideal candidate would have one of the following purchasing certifications:
NIGP Certified Procurement Professional (NIGP-CPP); or
Certified Public Procurement Officer (CPPO) through the Universal Public Procurement Certification Council.
Candidate must complete the following certification within their first three years of employment
MTAS Certified Municipal Finance Officer (CMFO)
Special Requirements:
- Must pass a background screen, financial credit check, driver's license verification and physical exam, including a drug test.
- Must be able to drive and hold a valid Driver's license that must remain valid as a condition of continued employment.
