Overview:

Position Summary

The PSM Specialist is responsible for supporting, maintaining, and continuously improving Kinder Morgan’s Galena Park Splitter’s Process Safety Management (PSM) and Risk Management Program (RMP). This role, which will be based at our Galena Park Splitter, ensures regulatory compliance, reduces operational risk, drives process safety performance, and partners closely with operations, engineering, maintenance and other facility support roles to promote a strong process safety culture.

Responsibilities:

Key Roles & Responsibilities

 

1. PSM Program Administration & Compliance

  • Maintain and update all 14 PSM elements in accordance with OSHA 29 CFR 1910.119 and EPA 40 CFR Park 68 regulations and documentation.
  • Ensure timely completion of audits, PHAs, MOC reviews, incident investigations, and compliance tasks.
  • Track regulatory updates and ensure facility policies remain aligned with industry standards and corporate requirements.

2. Hazard Evaluation

  • Assist and serve as the facility coordinator for HAZOPs (PHA, What-If) and work with OSG Process Safety and third-party facilitators.
  • Ensure PHA documentation, action items, and follow-ups to are tracked to closure.
  • Provide technical support to ensure risk mitigations are implemented effectively.
  • Develop, implement and oversee safety policies and procedures and comply with federal, state and local regulations.
  • Conduct regular and thorough safety audits and inspections of work areas, equipment and processes to identify potential hazards and their risk level.

3. Management of Change (MOC)

  • Oversee the MOC program to ensure operational, engineering, and procedural changes are evaluated for process safety impact.
  • Support operations and engineering with hazard evaluations, pre-startup safety reviews (PSSR), and closure of MOC tasks.

4. Operating Procedures & Training

  • Work with operations to review, update, and standardize operating procedures, safe work practices, and emergency response guidelines.
  • Support PSM training for operators and maintenance teams, ensuring understanding of process hazards and controls.

5. Mechanical Integrity Support

  • Collaborate with Maintenance & Reliability teams to ensure inspection/testing programs meet PSM requirements.
  • Assist in evaluating equipment deficiencies, failure analysis, and risk-based mitigation strategies.
  • Assist in maintaining the facility ITPM plan to ensure it is up to date and followed according to company policies and guidelines.

6. Incident Investigation & Root Cause Analysis

  • Lead or participate in incident investigations, near-miss reviews, and corrective action development.
  • Maintain incident investigation documentation and ensure corrective actions are completed.

7. PSM Audits & Performance Metrics

  • Serve as the lead for internal PSM audits and support external audits (corporate, regulatory).
  • Analyze PSM performance data, develop KPIs, and report status to leadership.
  • Drive continuous improvement through trend analysis and lessons learned.

8. Technical Support & Field Presence

  • Provide daily support to operations on process safety concerns, safe operating limits (SOLs), deviations, and equipment reliability.
  • Perform field verifications, PSSR walkdowns, and safety reviews to ensure compliance and hazard mitigation.
  • Support and maintain up-to-date and accurate forms of Process Safety Information (e.g., P&IDs)

9. Process Safety Culture & Leadership

  • Promote a proactive process safety mindset across all levels of the facility.
  • Facilitate cross-functional meetings, safety communications, and risk awareness initiatives.
  • Serve assubject-matter expert and advisor for process safety and operational risk.

 

The above describes the general nature and level of work being performed.  This position may perform other duties as assigned.

Qualifications:

Required Qualifications

  • 2-year degree or PSM certifications in a related technical field.
  • In lieu of degree a minimum of 5–7 years in refinery or petrochemical operations and PSM program implementation.
  • Must have and maintain a valid state driver’s license and be insurable by the Company Insurance Carrier if needed.
  • Strong knowledge of OSHA 1910.119, EPA 40 CFR Part 68, API/CCPS guidelines, and industry risk-reduction practices.
  • Able to understand and assess risk based on process operating changes and lead a team through a robust risk assessment of physical changes to an operating process (based on P&ID’s, ISO’s, Electrical Drawings, Safe Operating Limits, Technical Drawings, PSV studies, Facility Siting, SDSs, Hazard Analysis, etc.
  • Experience with PHA methods, MOC systems (Maximo), incident investigation tools (SCAT) (Cause Mapping), and mechanical integrity programs.
  • Excellent communication, facilitation, and leadership skills.
  • Proficient with computers and Microsoft Office products (Word, Excel, PowerPoint, and Outlook).
    • Ability to accept supervision direction and work cooperatively with other people.
    • Ability & dependability to perform job duties with little or no supervision.
    • Required to stand, walk and climb for extended periods of time while assessing the facility.
    • Must be willing to wear FRC clothing and all the required PPE.
    • Ability to walk on paved, gravel or other uneven surfaces.
    • The position is subject to use of cell phone for call-outs when supporting the facility.
    • Must be ready to respond at any hour of the day or night to emergency situations and participate as required in emergency response activities.
