U. S. Steel has an immediate opening for a Manger, Process Safety Management (PSM). The Manager, PSM is responsible for maintaining facility compliance with OSHA's PSM Standard as defined at 29 CFR 1910.119. The position will report to the Chemicals & Energy Division Engineer and work with various operating and maintenance personnel to ensure facility compliance with the requirements of OSHA's 14 process safety elements: Employee Participation, Process Safety Information, Process Hazard Analysis, Operating Procedures, Training, Contractors, Pre-startup Safety Review, Mechanical Integrity, Hot Work Permit, Management of Change, Incident Investigation, Emergency Planning and Response, Compliance Audits, Trade Secrets.

The successful candidate will:

  • Demonstrate proficiency in locating and interpreting regulatory requirements and staying abreast of changes.
  • Effectively lead and facilitate meetings with plant personnel of diverse backgrounds and process knowledge/experience levels.
  • Possess excellent communication and organizational skills
  • Be a self-starter who works well in team settings due to the dependency upon others to assist in maintaining the process
  • Positively represent the facility to outside agencies and groups
  • Hold others accountable for completion of assigned work tasks as pertains to the facility's PSM program, though not having them as direct reports

Responsibilities:

  • Engage facility employees (management and workforce) to ensure involvement & representation in the PSM process
  • Maintain facility written process safety information and ensure access for all affected employees
  • Facilitate periodic process hazard analyses for each PSM-subject plant area
  • Ensure operating procedures address all requirements under the PSM Standard
  • Conduct periodic training for facility employees and contractors
  • Interface with contractors to communicate the facility PSM program implementation for the area(s) they will be working in
  • Lead pre-startup safety reviews for new equipment installations and modifications of existing equipment
  • Administer the facility's mechanical integrity program for pressure vessels, storage tanks, piping systems and ventilation systems
  • Ensure the facility's hot work permitting program is in compliance with the PSM Standard
  • Administer the facility's management of change process for process chemicals, technology, equipment and procedures
  • Conduct PSM incident investigations for all incidents occurring in PSM-subject plant areas
  • Maintain the facility's Major Emergency Plan
  • Coordinate periodic regulatory agency, third party and internal compliance audits of the PSM program
  • Maintain all facility trade secret employee/contractor disclosures
  • Coordinate the facility's PSM Steering Committee and interface with union/management employees in the Joint Union/Management Safety and Health Committee

Requirements:

  • Bachelor's degree in occupational safety and health, environmental health and safety, safety management, an engineering discipline, engineering technology, chemistry, operations management or a related field
  • Ability to read and understand technical prints and drawings
  • Basic computer skills (Microsoft Office, etc.)
  • Experience in administrative program management is preferred
  • Experience working with bargaining unit / wage employees is preferred
